Este libro surge al preguntarse sobre los cambios en el comportamiento legislativo como consecuencia de la posibilidad de reelección consecutiva en sistemas electorales de composición mixta. Los efectos se muestran con base en los hallazgos obtenidos con un diseño cuasiexperimental estructurado a partir de las modificaciones introducidas por la reforma político-electoral de 2014 y con la técnica cuantitativa “enfoque basado en modelos” para analizar el comportamiento legislativo desde una perspectiva contrafactual. La evidencia empírica aportada por los congresos subnacionales en México permite evaluar los efectos de la reelección consecutiva en el comportamiento de los legisladores, en un contexto de sistema electoral de composición mixta en el que conviven dos tipos de incentivos derivados de los mecanismos de elección de mayoría relativa y de representación proporcional con listas cerradas. El estudio de la disciplina y la cohesión partidarias durante las votaciones en el pleno de las legislaturas subnacionales y el comportamiento de la asistencia legislativa arroja interesantes resultados que son una valiosa contribución para el avance de las investigaciones legislativas y electorales. El trabajo originario que sustenta este libro fue galardonado en 2019 por la Asociación Latinoamericana de Ciencia Política (Alacip) con el Premio Guillermo O’Donnell a la mejor tesis doctoral de Ciencia Política en América Latina.

Legislative term limits adopted in the 1990s are in effect in fifteen states today. This reform is arguably the most significant institutional change in American government of recent decades. Most of the legislatures in these fifteen states have experienced a complete turnover of their membership; hundreds of experienced lawmakers have become ineligible for reelection, and their replacements must learn and perform their jobs in as few as six years. Now that term limits have been in effect long enough for both their electoral and institutional effects to become apparent, their consequences can be gauged fully and with the benefit of hindsight.
