Abstract: En este artículo se examinan la etapas que recorre el movimiento político empresarial en México, cuyas corrientes ideológicas más importantes se analizaron en un artículo anterior (Salas-Porras, 2001). Durante la primera etapa del movimiento, que se extendió a lo largo de los años setenta y ochenta, ambas, las fuerzas social cristianas y las neoliberales compartían un programa de acción común que se proponía disminuir el papel del Estado en la sociedad y realzar el de los empresarios. Durante la segunda y presente etapa, un nuevo juego de contradicciones emerge entre las fuerzas neoliberales y social cristianas alrededor del objetivo de redefinir la visión de estado y sociedad. Las estrategias y herramientas utilizadas por los empresarios durante estas etapas se discuten con especial atención a los programas educacionales y los vínculos con instituciones que juegan un papel fundamental en la difusión y promoción de los principios de su proyecto

When countries become more democratic, new opportunities arise for individuals and groups to participate in politics and influence the making of policy. But democratization does not ensure better representation for everyone, and indeed some sectors of society are ill-equipped to take advantage of these new opportunities. Small industry in Mexico, Kenneth Shadlen shows, is an excellent example of a sector whose representation decreased during democratization. Shadlen’s analysis focuses on the basic characteristics of small firms that complicate the process of securing representation in both authoritarian and democratic environments. He then shows how increased pluralism and electoral competition served to exacerbate the political problems facing the sector during the course of democratization in Mexico. These characteristics created problems for small firms both in acting collectively through interest associations and civil society organizations and in wielding power within political parties. The changes that democratization effected in the structure of corporatism put small industry at a significant disadvantage in the policy-making arena even while there was general agreement on the crucial importance of this sector in the new neoliberal economy, especially for generating employment. The final chapter extends the analysis by making comparisons with the experience of small industry representation in Argentina and Brazil. Shadlen uses extensive interviews and archival research to provide new evidence and insights on the difficult challenges of interest aggregation and representation for small industry. He conducted interviews with a wide range of owners and managers of small firms, state and party officials, and leaders of business associations and civil society organizations. He also did research at the National Archives in Mexico City and in the archives of the most important business organizations for small industry in the post-World War II period.

This book argues that a key dynamic behind economic development in the emerging markets is the coordination between the state and businesses. Exploring the links between institutions, state--business alliances and economic development in the context of tumultuous market transitions since the 1980s, the book tackles the formation and sustainability of coordination-inducing institutions besides their mere existence, and points out the new modalities of coordination in the age of new developmentalism. Based on extensive original research in Turkey and Mexico embedded in a comparative historical analysis, the book shows how state--business alliances have been formed, collapsed and re-formed between the respective states and shifting business actors since the launching of market transitions. It demonstrates how both the state and business actors, and their cohesiveness vs. fragmentation, play crucial roles in the making and sustainability of the institutions, which are central to state--business alliances. It explores the emergence of new actors, the diversification of the organizational landscape, and the evolution of the ways in which the states interact with businesses throughout major economic and political transformations that helped transform the respective states and their interactions with the non-state actors. It draws on the meandering developmental trajectories of Turkey and Mexico from the 1970s to the present and goes on to draw some lessons for institution-building and market reforms in selected countries in North Africa.
