La historia del pueblo gitano en España está repleta de desencuentros, fruto del choque cultural de dos concepciones diferentes del mundo. Desde 1499, fecha de la primera disposición represora, el “problema” gitano se erigió en una herencia irresoluta, sin que las medidas excluyentes y violentas consiguieran reducirlos a la forma de vida mayoritaria de la sociedad. Con el tiempo, el conflicto étnico se agravó y propició la creación de un estereotipo negativo que dotó al gitano de una presunción de culpabilidad, como un criminal potencial al que había que controlar y castigar por pertenecer a tan “incorregible gente”. Criminalizadas sus costumbres, su forma de vida pasó a ser sinónimo de vicio y delito, hasta que en 1749 se pretendió capturar a todos los gitanos y gitanas para su expulsión. Sin embargo, se decidió aprovechar tanta mano de obra barata para emplearla en diferentes destinos. Los gitanos varones fueron confinados como forzados en los arsenales peninsulares, y las mujeres, encerradas en hospicios y casas de misericordia. Separación física que pretendió evitar la reproducción y supervivencia del pueblo gitano en España

Can citizenship rights be denied to significant groups in a society that regards itself as civilized and self-governing? Is it possible to exclude such people in the name of freedom and reason? Is it plausible to explain classifications that differentiate between first- and second-class citizens as “natural”? This is the paradox inherent in modern politics, born of the revolutions that ended the Ancien Régime in the western world. Throughout the nineteenth century and at the beginning of the twentieth, liberalism inspired a representative form of government that appealed to citizenship, yet marginalized many social groups, including natives, women, immigrants, workers, slaves and nomads. In the Hispanic dimension of the Atlantic world that this book deals with, modern politics was based on exclusions explained as natural and necessary. In both Europe and America, a distinction was made between the responsible citizen and those “others” in society, potential “enemies within”, who had to be controlled and supervised. This book explains the success of this political operation by analysing the historical construction of figures of alterity that were fundamental to the definition of national civic identities. Its basic premise is that imaginaries that were constructed in the nineteenth century can be found even today in western political conceptions. The cultural complexity of enduring political images is revealed by exploring the inner workings of virtuous figures in relation to their opposites: readers will find the mosaic of representations of civic alterity both recognisable and surprising. The contributors to this volume provide historical perspectives on the debate on political legitimacy in open societies. Reinventing democracies involves understanding the historicity of inherited formulae of governance and considering them, therefore, as amenable to improvement. The readiness to do this is not a threat to democracy but, rather, a commitment to looking for it.

Military Entrepreneurs and the Spanish Contractor State in the Eighteenth Century offers a new approach to the relationship between warfare and state construction. Historians looking at how war funding impinged on state development, and how state growth made wars more significant, have tended to downplay the role of military-provisioning entrepreneurs. Written off as corrupt and selfish, these entrepreneurs jarred with the received view of a rationally growing and modernising state. This volume shows that the state-entrepreneur relationship was much more fluid and constant than previously thought. The state was not able to enforce a top-down military supply policy; at the same time it benefited from the entrepreneurs' collaboration and their shared mercantilist ambitions. The entrepreneurs' mobilisation of military supplies was crucial for extending state authority and helped to knit together national and colonial markets. But this fluid state-entrepreneur relationship gradually became shrouded in privileges and monopolies, not so much ideology driven or imposed by the entrepreneurs but rather as an arrangement exploited by the state to boost its control over them, whittling down middlemen and ensuring the solvency and creditworthiness of the chosen few. This arrangement spiralled into a risky inter-dependence and cramped entrepreneurial competition. Rafael Torres Sánchez furnishes new insights into the role of military entrepreneurs in debates about warfare and state construction.
