Buena parte de los logros de la democracia española no hubieran sido posibles sin la colaboración -no exenta de cierto servilismo- de los generales y altos mandos militares. Pero ello no obsta para que su pasividad en ocasiones, y abandono la mayoría de las veces, hayan llevado a la situación actual. Los generales en activo –con alguna honrosa excepción- no han hecho sino dar prueba de un entreguismo y de una dejación de sus responsabilidades sin parangón en la historia de España, subordinando sus carreras y tareas a la magnanimidad de los políticos del momento, dando un mal ejemplo a sus subordinados e hipotecando su futuro y el de la carrera militar como tal. Ahora que ya está más que concluido el proceso inicial de entronización de la democracia en España, puede afirmarse que la llamada Transición quizá haya sido después de todo el momento más brillante de la historia contemporánea de la nación, incluso con sus claroscuros y errores. Pero la reforma militar iba de la mano de la reforma política, y el general Gutiérrez Mellado no fue capaz de trazar el camino ni de mantener la calma en una institución que estaba en el centro de la atención del público y de la clase política. A la postre fue el propio Gutiérrez Mellado quién más política hizo, sin contribuir para nada a la modernización de la defensa ni mejorar su eficacia, prostituyendo la finalidad de su reforma y creando una gran división en el pensamiento militar que perdura hasta nuestros días. El autor de esta reveladora obra sostiene que las Fuerzas Armadas españolas, sobre todo por obra y gracia de algunos de sus generales más significados, son hoy uno de los instrumentos más ineficaces del Estado en el cumplimiento de su misión, además de ser un actor mudo y sordo ante la realidad política y social española, lo que indiscutiblemente afecta a la seguridad nacional. Nunca fue más real el viejo dicho: ¡qué buenos vasallos si hubiera buenos señores!
