The government of Louis XIV developed two taxes during the last thirty years of the king's reign that forced the privileged to pay. This book is a study of how those taxes developed and what caused them to be adopted. Louis XIV's Assault on Privilege examines Nicolas Desmaretz, one of the most important finance ministers of the Bourbon monarchy. McCollim brings to life the man who was arguably the central figure in the final transformative years of Louis XIV's reign. Controller General Desmaretz was the nephew of famed finance minister Jean-Baptiste Colbert and had extensive experience in the administration prior to 1683 when he suffered disgrace. His expertisewas so renowned in his day that other chief financial officials sought his advice in secret. Desmaretz has been called the ablest man ever to head French finances, and the war financing problems he faced from 1708-14 the greatestchallenge faced by the Bourbon monarchy until the French Revolution. Desmaretz became one of the chief financial officials early in the War of the Spanish Succession and took full charge of French finances from 1708-15.In that time, he introduced one of the two most radical financial measures ever taken by the Bourbon monarchy: the dixième, a tax on income. This tax revolutionized the relationship of French elites to the Crown because iteliminated the issue of status that affected all other forms of taxation: the dixième fell on all income, no matter the recipient. The tax lasted until 1717, appeared again during the Wars of the Polish (1733-35) and Austrian (1743-48) Successions, and became permanent, in a reduced form, as the vingtième, in 1749. The story of the dixième has been oddly ignored by fiscal historians. In his rich analysis, McCollim lays outfor historians precisely how the royal financial council actually made policy. His book establishes once and for all that from the perspective of state finance, and state taxation, the post-1710 French monarchy had left far behindthe institutional framework of the seventeenth century. Gary B. McCollim received his doctoral degree in history from The Ohio State University and is a retired federal employee.

This is a well-written biography of King Louis XIV of France. The book opens with a summary of his parents, Louis XIII and Anne of Austria. Louis XIII was a mere teenager at his wedding; Anne just eleven. It was common place for nobles to marry this young during the 1600s, which seems inconceivable from a twenty-first century perspective.Louis XIII died when his son was seven, leaving Anne to rule France as regent. Louis XIV was crowned king of France at the age of thirteen. It seems incredible that one so young should be given so much power. This perhaps was the first contributing factor to turning him into a man who instigated many cruelties to his subjects.What Louis did to Frenchmen of the Protestant faith competes with what Hitler did to the Jews. He wanted France to be populated by Catholics only. Any Protestant who refused to convert would be assaulted by soldiers without mercy or even killed. This extended to young children, though many children were torn from the homes and forced to live with adult Catholics, who'd force them to adapt to their faith.Louis was power-obsessed. At one point he declared war on the Dutch with no apparent reason. Many of his actions shocked the rest of Europe in the latter half of the 1600s and the early 1700s.Louis was also fickle regarding women. He would flirt with his favourite mistresses without a thought for the queen. When a new young beauty caught his eye he'd focus his attentions on her, not caring how he mentally tortured his previous 'favourite'. Again and again his treatment of women proved heartless. As John Abbott - the author of this fine work - points out in the brief intro, Louis XIV's actions and cruelties to his subjects sewed the seeds of the French Revolution. Many of the poor starved so Louis could live in luxury and spend endless amounts of the treasury on creating new buildings.Despite all Louis XIV's faults, he was an interesting - and at times fascinating - character. I recommend this work to anyone interested in French or European history, or to those interested in historical figures who made a huge impact on the world, be it good or bad.

In Louis XIV’s New France, colonial authorities attempted to reproduce French regal authority in novel ways, often by performing typical metropolitan political rituals. When these practices were transposed into the St Lawrence Valley settlements, where a small French population lived alongside a substantial Indigenous presence, they took on new meanings. The colony of Canada replicated many features of the developing French absolutist state. Yet while the king likely knew more about his colony than he did about most parts of metropolitan France, this transatlantic setting imposed new constraints on absolutist authority, from the challenges of distance to an Indigenous population that largely lived outside European norms. Political Culture in Louis XIV’s Canada examines royal power as it was represented in ritual (ceremonial entrances, Te Deums, processions), in rhetoric (political disputes over cabals and factions), and in objects (portraits, royal busts, currency, buildings, maps, and censuses). Colin Coates describes the successes and failures the French authorities experienced in exporting their political practices. He reveals how those authorities’ understandings of Indigenous political culture shaped ideas of the proper relation between rulers and the ruled. This book traces the establishment of a colonial political culture that continued to shape the lives of the French in Canada long after the Sun King’s death in 1715.
