School Construction Strategies for Universal Primary Education in Africa' examines the scope of the infrastructure challenge in Sub-Saharan Africa and the constraints to scaling up at an affordable cost. It assesses the experiences of African countries with school planning, school facility designs, and construction techniques, procurement and implementation arrangements over the past thirty years. It reviews the roles of the various actors in the implementation process: central and deconcentrated administrations, local governments, agencies, social funds, NGOs, and local communities. Drawing upon extensive analysis of data from over 200 250 projects sponsored by the World Bank and other donor agencies, the book draws lessons on promising approaches to enable African countries to scale up the facilities required to achieve the EFA goals and MDGs of complete quality primary education for all children at the lowest marginal cost.

The coalition Government has committed to increasing the Department for International Development's total aid spending from £7.8 billion in 2010-11 to £11.5 billion in 2014-15. The Department aims to improve and expand state primary education, focusing on sub-Saharan Africa and Asia. It works largely by influencing and financing developing country governments to pursue Millennium Development Goals. The Committee supports these aims, but expresses concerns about its ability to assess the value for money of its spending. Fourteen of the 22 countries the Department supports are on track to meet Millennium Development Goals for primary enrolment by 2015. The Committee also expresses concern that the Department cannot adequately attribute impacts to its spending and its influence. Even for its largest programmes, such as India, it typically contributes a low proportion of the countries' education spend. For the Committee, the Department needs to place value for money as the primary focus when allocating resources or assessing the performance of its education programmes. It needs to focus on how many children attend and complete primary education, along with the literacy and numeracy they achieve.

Achieving the Millennium Development Goals offers the prospect of a more secure, just, and prosperous world for all. The UN Millennium Project was commissioned by United Nations Secretary-General Kofi Annan to develop a practical plan of action to meet the Millennium Development Goals. As an independent advisory body directed by Professor Jeffrey D. Sachs, the UN Millennium Project submitted its recommendations to the UN Secretary General in January 2005. The core of the UN Millennium Project's work has been carried out by 10 thematic Task Forces comprising more than 250 experts from around the world, including scientists, development practitioners, parliamentarians, policymakers, and representatives from civil society, UN agencies, the World Bank, the IMF, and the private sector. This report lays out the recommendations of the UN Millennium Project Task Force on Education and Gender Equality. In the education sector, the Task Force recommends that countries nowoff track expand access, overcome demand-side barriers, and implement institutional changes to make the education system more responsive and accountable. As part of a compact with low-income countries working toward the goal of 100% primary school completion by 2015, donors and the international community must fulfill commitments already made under the Fast Track Initiative, and commit to still greater levels of support.

Combining secondary research with field studies conducted in six states, the contributors explore gender and social equity issues in primary education.
