This study estimates the incidence, characteristics, and patterns of change over time of illiteracy in Morocco. The study compares the results from direct literacy assessment to the conventional methods of self-reported literacy. This effort has provided more detailed, objective information with which patterns of literacy skills in the country may be determined, and their relationship to other important social and economic behaviors and outcomes analyzed. It also examines more closely the reliability and validity of common proxy indicators used to estimate literacy rates and skill levels. Results show that Morocco has been able to halve its literacy rate during the last 30 years; however, large disparities remain between men and women and between urban and rural areas. Implications for methods of measuring literacy and for formulating policy to increase literacy are discussed. (EH)

In September 2001, staff from the World Bank and the International Monetary Fund met with the objective of strengthening collaboration between the two organizations in projects of civil service reform. This strengthened collaboration will have key benefits in ensuring consistency between the conflicting goals of the two organizations, establishing realistic objectives within the reform process, and maintaining a core set of wage and employment data. The principal conclusion arrived at was that World Bank and IMF staff should be engaging in collaboration earlier in the reform process. To guide the collaboration, six foundations were identified. These include: develop a medium-term fiscal framework; foster national ownership by making reforms politically feasible; focus and streamline conditionality; agree on sequencing and timing of reforms; and strengthen data collection. These principals will be tested for effectiveness in several focus countries.

In a comparison of migrants with nonmigrants, both observed and unobservable productivity factors are relevant. This paper focuses more on the unobservable factors and their correlation between places of origin and destination. A human capital model of migration demonstrates that more productive workers at the origin would choose to migrate only if the correlation between origin and destination factors is strongly positive. Longitudinal data drawn from the Cote d'Ivoire Living Standards Survey, 1985-86, are used to examine the pattern of migration in the light of labor market performance both of wage employees and non-farm self-employed workers. It is found that, indeed, the more productive workers migrate. Furthermore, the general direction of migration is toward cities. The conclusion is therefore that rural areas lose their productive workers and that urban areas may gain in productivity from the geographical shifts in population.
