Während der Bearbeitung des Forschungsberichtes über die "Entwicklung des Weltluftverkehrs" ergab sich, daß zahlreiche einzelne Problemkreise aus dem Bereich des Luftverkehrs bzw. der Luftverkehrswirtschaft der wissenschaftlichen Bearbeitung bedürfen. Im Zuge der Maßnahmen, die vom Ministerium für Wirtschaft und Verkehr des Landes Nordrhein-Westfalen veranlaßt worden sind, um eine langfristi ge Verkehrsprognose allgemein zu ermöglichen, sind daher auch Vorschläge erörtert worden, nach denen weitere wissenschaftliche Untersuchungen auch auf dem Gebiet des Luftverkehrs bzw. der Luftverkehrswirtschaft durchgeführt werden sollen. Die Vorschläge sind dem Herrn Bundesminister für Verkehr vorgelegt wor den. Es ist Übereinstimmung erzielt worden, daß eine Anzahl Einzelpro bleme baldmöglichst untersucht werden sollten, um den mit der Materie befaßten Stellen vertiefte Beurteilungsgrundlagen für ihre Arbeit zur Verfügung zu stellen. In dem Forschungsbericht Nr. 417 wurde zu diesem Zweck ein besonderer Teil vorgesehen, der sich mit den Grundsatzproblemen der Luftverkehrs politik eines Landes befaßt. Als Beispiel wurde der Luftverkehr der Vereinigten Staaten von Amerika dargestellt. In einem weiteren Bericht sind die derzeitig bekanntesten Verfahren zur Ermittlung der Selbstkosten, das ATA- ~nd das SBAC-Verfahren dargestellt worden. Die Anpassung dieser Verfahren an die Bedingungen, die sich aus dem Einsatz von Strahlflugzeugen ergeben, ist zur Zeit im Gang. Zu gege bener Zeit wird hierüber zu berichten sein. Es zeigt sich immer mehr, daß die laufende Bearbeitung solcher Probleme unumgänglich notwendig ist und die Betriebsbedingungen neu eingesetz ten Fluggerätes sowie die Bodenorganisation in Gestalt der Flughäfen sowie die technische und die meteorologische Flugsicherung sich fort laufend auf die neuen Betriebsbedingungen einstellen müssen.
