The question of who actually ran cities in the eighteenth, nineteenth, and twentieth centuries has been increasingly debated in recent years. As well as trying to understand the distribution of political power and the rise of broad political participation, urban historians have questioned how and whether elites retained influence in municipal government. The essays in this collection provide a detailed examination of the relationship between urban elites and the exercise of 'power', bringing together economic, social and cultural history with the political history of power resources and decision-making. The volume challenges common perceptions of a monolithic urban elite by looking at specific case studies. Debates about Liberalism in imperial Germany have focused almost exclusively on the national level. This book investigates liberal politics in local government; the only sphere in which liberals had direct access to power throughout Germany. Through the study of one of Germany's most progressive cities, Frankfurt am Main, Jan Palmowski examines more generally the processes of politicization and policy formulation at the local level. He argues that in Frankfurt as elsewhere, local affairs had become politicized not around 1900, as is generally assumed, but by the 1870s. Once in power, the liberals' concern for religion, social policy, and education, as well as their skilful use of fiscal policy shows that liberals in Germany were as sophisticated as liberals in Britain or France. Even in the face of an authoritarian state structure, German liberals received and made use of freedom for renewal and reform. German liberalism was not inherently weak. Instead, the crucial problem lay in the country's complicated federal structure, which made it impossible to transfer innovations from the local level to the state and national levels.

During the twentieth century, German government and industry created a highly skilled workforce as part of an ambitious program to control and develop the country’s human resources. Yet, these long-standing efforts to match as many workers as possible to skilled vocations and to establish a system of job training have received little scholarly attention, until now. The author’s account of the broad support for this program challenges the standard historical accounts that focus on disagreements over the German political-economic order and points instead to an important area of consensus. These advances are explained in terms of political policies of corporatist compromise and national security as well as industry’s evolving production strategies. By tracing the development of these policies over the course of a century, the author also suggests important continuities in Germany’s domestic politics, even across such different regimes as Imperial, Weimar, Nazi, and post-1945 West Germany.

Der Band enthält den ersten vergleichenden Rückblick auf die drei großen Bürgertumsprojekte der 1980er Jahre, welche die historische Forschung seither nachhaltig beeinflusst haben. Diese waren auf das 19. Jahrhundert konzentriert, sie prägen die Bürgertumsforschung bis heute. Erweitert hat sich die historische Forschung seither in Richtung kultureller Faktoren, dem entsprechen Beiträge zur Vergesellschaftung und Lebensführung. Zweitens präsentiert der Band Studien zu den Brüchen, Transformationen und Kontinuitäten bürgerlicher Lebensweisen im 20. Jahrhundert, angesichts der Herausforderungen durch den Sozialstaat, die politischen Gegenutopien, die Pluralisierungszumutungen der Moderne. Den Band schließen vier Beiträge zur Begrifflichkeit und Lebenswelt von Mittelklassen außerhalb Europas – in der Erwartung, dass Wissen über europäische Traditionen »bürgerlicher Gesellschaft« der Diskussion über »global middle classes« befruchten wird.
