Esta obra recoge ensayos escritos por José Antonio Ocampo, Jonathan Malagón y colaboradores sobre la importancia de la “dominancia de la balanza de pagos” en economías como la colombiana. Este concepto lo define el primero de los autores como la influencia que ejerce la balanza de pagos sobre la dinámica macroeconómica de corto plazo de los países en desarrollo; es decir, la dependencia de los ciclos económicos de estos países de las perturbaciones externas, tanto positivas como negativas, que afectan la balanza de pagos. Un rasgo muy importante de esta dependencia, según Ocampo, es la tendencia de que la política macroeconómica se pueda comportar en forma procíclica. A partir de este concepto, los autores analizan distintos fenómenos colombianos, latinoamericanos e internacionales: el miedo a dejar flotar la tasa de cambio, la estabilidad financiera, el papel de los fondos de estabilización de productos básicos, los determinantes y la efectividad de la política monetaria en Colombia y los desafíos macroeconómicos que enfrenta el país con el fin del superciclo de precios de productos básicos.

Las memorias de uno de los economistas más importantes del país. José Antonio Ocampo es uno de los economistas más importantes y reconocidos de Colombia y América Latina. Su trayectoria es admirable y prolífica: ha sido ministro de Hacienda en dos ocasiones, ministro de Agricultura, director de Planeación Nacional y de Fedesarrollo, codirector del Banco de la República y, a nivel internacional, subsecretario general de la ONU para Asuntos Económicos y Sociales y secretario ejecutivo de la CEPAL. Adicionalmente, es un académico destacado que ha enseñado en varias universidades, tiene una extensa lista de publicaciones y ha participado en negociaciones económicas ante organismos como la ONU, el FMI, la Ronda Uruguay que creó la OMC y la Comunidad Andina, entre otros. En estas memorias, José Antonio Ocampo e Isabel López Giraldo conversan sobre todo eso y más.
