From afar, Latin America looks like a blurry tableau: devoid of defining lines, particularities and nuances. Little is understood about the idiosyncrasies of Latin-Americans, their cultural identity and social values. Differences between Brazilians and Spanish Americans, or amid the diverse Spanish American countries, are not sufficiently understood. Even less is known about the amplitude of the Iberian heritage of such countries, or about the miscegenation and acculturation processes that took place among their different constitutive races. There is no clarity regarding the Western nature of Latin America or about its cultural affinities with Latin Europe. Nor is there sufficient understanding of the links between the Latin population of the United States and the inhabitants of Latin America. This book aims to fill the gap by focusing on Latin America's history, culture, identity and idiosyncrasies. It serves as a guide to understand regional attitudes, meanings and behavioural differences of the region. It also analyses the present economic situation of the region, while trying to predict the future of the region. Written in a simple and accessible manner, this book will be of interest to readers keen on exploring the region for potential opportunities in trade, investment or any other kind of business and cultural endeavor. To be able to do so, while simultaneously explaining the similarities and commonalities that exist within the region, is even more difficult. To that it should be added the important achievement of recreating a historical journey spanning several centuries, in a coherent, clear, thorough and pleasant manner. Alfredo Toro Hardy's excellent book, Understanding Latin America: A Decoding Guide, provides a key to this region and to its historical cycles and current challenges." Francisco Rojas Aravena Rector of the United Nations University for the Peace "Ambassador Toro Hardy's book is most important and timely. I have enjoyed reading the book and gained many new insights about the countries of Latin America from it." Tommy Koh Chairman of the National University of Singapore Centre for International Law "Alfredo Toro Hardy is the quintessential scholar-diplomat. There is nobody more qualified to have produced this timely new volume. Understanding Latin America is an admirably sophisticated yet succinct guide to the historical milestones, political movements and economic trends that everyone should grasp when dealing with the dynamic markets stretching from Mexico to Argentina." The years between the accession of the house of Bourbon to the Spanish throne in 1700 and the coronation of Carlos III in 1759 have often been bundled up, and dismissed, together with the later years of Habsburg rule. Growing out of the first Anglophone academic workshop to focus exclusively on Early Bourbon Spanish America, this collective volume gives prominence to the first half of the eighteenth century as a distinct historical period. Discussing from different methodological and geographical perspectives the ways in which the Bourbon succession, international competition over access to Spanish American resources, and war affected the Indies, the contributors examine some of the key changes experienced in Spanish America at the local, provincial and imperial level.

Is Latin America experiencing a resurgence of leftwing governments, or are we seeing a rebirth of national-radical populism? Are the governments of Hugo Chávez, Evo Morales, and Rafael Correa becoming institutionalized as these leaders claim novel models of participatory and direct democracy? Or are they reenacting older traditions that have favored plebiscitary acclamation and clientelist distribution of resources to loyal followers? Are we seeing authentic forms of expression of the popular will by leaders who have empowered those previously disenfranchised? Or are these governments as charismatic, authoritarian, and messianic as their populist predecessors? This new and expanded edition of Populist Seduction in Latin America explores the ambiguous relationships between democracy and populism and brings de la Torre’s earlier work up to date, comparing classical nationalist, populist regimes of the 1940s, such as those of Juan Perón and José María Velasco Ibarra, with their contemporary neoliberal and radical successors. De la Torre explores their similarities and differences, focusing on their discourses and uses of political symbols and myths.

Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? This book provides a comparative account of seven member states' bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of 'Europeanization'. It illustrates how and why the main architects of this EU policy have been Spain and Germany. In contrast, Poland, Sweden and Ireland, which had little previous interaction with Latin America, have developed their current relations with that region virtually as a result of their EU membership. The United Kingdom and France lie in the middle: they have been influential in certain policy-areas and key periods in history, while they have adapted to what is done at the EU level in others. Practitioners, established academic experts as well emerging scholars in the field bring to be bear a novel combination of pioneering research and cutting edge conceptual analysis on this important but neglected area of the EU's foreign relations.
