Since the year 2000, millions of hectares of land in the Global South have been acquired by foreign investors for large-scale agricultural projects, displacing and disrupting rural communities. Women are especially disadvantaged by the global land grab: they are less likely to inherit, control, or make decisions over land, but often need land to support themselves, their families, and their communities. While international organizations have developed global guidelines to improve land governance, tensions still run high as the current policies fall short. Gender and the Global Land Grab introduces a feminist conceptual framework to analyze land governance policy around the world. Andrea Collins shows how gender norms, biases, and expectations shape land politics at different levels of governance. This report constitutes one of four countrywide assessments produced under the International Institute for Environment and Development’s (IIED) ‘Gender, land and accountability in the context of agricultural and other natural resource investments’ initiative. The goal of the initiative is to strengthen rural women’s livelihood opportunities by empowering them in relation to community land stewardship and increasing their ability to hold agricultural investors in East and West Africa to account. Drawing on a literature review conducted by the Tanzania Women Lawyers Association (TAWLA) and IIED, as well as on primary field research conducted by TAWLA in 2015, this report provides a backdrop of relevant policies and practice; a gender analysis of the policy framework governing land and investments; and recommendations on how to work towards land rights securing and better inclusion in land governance processes for women in Tanzania.

While Tanzania has been at the forefront of creating a positive legal framework and political context for gender equality, certain legal, regulatory, and administrative barriers still hinder women's full participation in private sector development. This report analyzes these barriers and makes recommendations for needed change, to ensure women's full contribution to private sector development and economic growth in Tanzania. Building on intensive stakeholder consultations and the findings of numerous studies, notably the MKURABITA diagnostic and the 2003/4 Investment Climate Assessments for Tanzania and Zanzibar, this report examines these gender-related barriers to growth and investment. It highlights legal and administrative constraints that have a disproportionately negative effect on female-headed businesses, and makes recommendations for needed reforms. Addressing these issues would not only help unlock the full economic potential of women, but would help improve the environment for all businesses in Tanzania. While Tanzania's economic growth has been strong, this report finds that if the country were to bring female secondary schooling and female total years of schooling to the same level as now enjoyed by males, this could produce up to an additional annual percentage point of growth - a valuable contribution to achieving the 6-8 percent annual growth targets of the National Strategy for Growth and Reduction of Poverty (NSGRP or MKUKUTA).

In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.

The Government of the United Republic of Tanzania recognizes that sustainable development cannot be achieved without attaining gender equality; hence, gender is mainstreamed in all sectors, including the agriculture sector. This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.
