Mark Rushefsky confronts head-on the controversies surrounding federal cancer policy, within the context, however, of a balanced view of the politics and science involved. From 1976 to 1984, federal agencies such as the Consumer Product Safety Commission, the Environmental Protection Agency, the Food and Drug Administration, the Occupational Safety and Health Administration issued guidelines regulating public exposure to chemical carcinogens. These policies have engendered controversy and undergone numerous changes. Some of these are based on new scientific developments, others on new political developments. Making Cancer Policy analyzes the guidelines issued by these agencies in terms of their scientific and political environment. It addresses the issues of uncertainty in the scientific foundation of cancer policy, scientific controversies, the mixing of science and politics, and the political uses of science. This book examines the politics of cancer, explains how our government is intrinsically tied to cancer research efforts, and documents how major political actors make cancer policy and are influenced in their decision making by political, social, scientific, and economic variables. Is whether we contract cancer--and whether we survive the disease, if we get it--largely just a result of good versus bad luck, or are these outcomes regarding cancer tied to the policies and actions of our federal government? Cancer-treating drug development and approval is overseen by the U.S. Food and Drug Administration, billions of dollars of federal money are devoted towards cancer research, and exposure of citizens to potentially cancer-causing environments or chemicals is regulated by the Environmental Protection Agency. Additionally, all of these factors can be affected by the political motivations of our most powerful politicians. The Politics of Cancer: Malignant Indifference analyzes the policy environment of cancer in America: the actors, the political institutions, the money, and the disease itself, identifying how haphazard U.S. government policy toward cancer research has been and how the president, Congress, government bureaucracies, and even the cancer industry have failed to meet timelines and make the expected discoveries. Whitman Cobb examines funding for the National Cancer Institute and the roles of the executive, Congress, policy entrepreneurs, and the bureaucracy as well as that of the state of cancer science. She argues that despite the so-called "war on cancer," no strategic, comprehensive government policy has been imposed--leading to an indecisive cancer policy that has significantly impeded cancer research. Written from a political science perspective, the book enables readers to gain insight into the realities of science policy and the ways in which the federal government is both the source of funding for much of cancer research and often deficient in setting comprehensive and consistent anti-cancer policy. Health literacy is a critical skill for engaging in healthy behaviors to reduce disease risk and improve health outcomes across the continuum of cancer care. However, estimates suggest that more than one-third of the U.S. adult population has low health literacy, and nearly half of all patients with cancer have difficulty understanding information about their disease or treatment. Low health literacy among patients with cancer is associated with poor health and treatment outcomes, including lower adherence to treatment, higher rates of missed appointments, and an increased risk of hospitalization. Low health literacy can also impede informed decision making, especially as cancer care becomes increasingly complex and as patients and their families take more active roles in treatment decisions. To examine opportunities to improve communication across the cancer care continuum, the National Cancer Policy Forum collaborated with the Roundtable on Health Literacy to host a workshop, Health Literacy and Communication Strategies in Oncology, July 15-16, 2019, in Washington, DC. Patients, patient advocates, clinicians, and researchers, representatives of health care organizations, academic medical centers, insurers, and federal agencies explored the challenges of achieving effective communication in cancer care. This publication summarizes the presentations and discussions of the workshop.

Shortly after 1998, leading members of Georgia's government, medical community, and public-spirited citizenry began considering ways in which some of Georgia's almost $5 billion, 25-year settlement from the tobacco industry's Master Settlement Agreement with the 50 states could be used to benefit Georgia residents. Given tobacco's role in causing cancer, they decided to create an entity and program with the mission of making Georgia a national leader in cancer prevention, treatment, and research. This new entity-called the Georgia Cancer Coalition, Inc. (GCC)-and the state of Georgia subsequently began implementing a far-reaching state cancer initiative that includes five strategic goals: (1) preventing cancer and detecting existing cancers earlier; (2) improving access to quality care for all state residents with cancer; (3) saving more lives in the future; (4) training future cancer researchers and caregivers; and (5) turning the eradication of cancer into economic growth for Georgia. Assessing the Quality of Cancer Care identifies a set of measures that could be used to gauge Georgia's progress in improving the quality of its cancer services and in reducing cancer-related morbidity and mortality.

Rising health care costs are a central fiscal challenge confronting the United States. National spending on health care currently accounts for 18 percent of gross domestic product (GDP), but is anticipated to increase to 25 percent of GDP by 2037. The Bipartisan Policy Center argues that "this rapid growth in health expenditures creates an unsustainable burden on America's economy, with far-reaching consequences". These consequences include crowding out many national priorities, including investments in education, infrastructure, and research; stagnation of employee wages; and decreased international competitiveness.In spite of health care costs that far exceed those of other countries, health outcomes in the United States are not considerably better. With the goal of ensuring that patients have access to high-quality, affordable cancer care, the Institute of Medicine's (IOM's) National Cancer Policy Forum convened a public workshop, Delivering Affordable Cancer Care in the 21st Century, October 8-9, 2012, in Washington, DC. One of the barriers to improving the quality of cancer care in the United States is the inadequacy of data systems. Out-of-date or incomplete information about the performance of doctors, hospitals, health plans, and public agencies makes it hard to gauge the quality of care. Augmenting today's data systems could start to fill the gap. This report examines the strengths and weaknesses of current systems and makes recommendations for enhancing data systems to improve the quality of cancer care. The board's recommendations fall into three key areas: Enhance key elements of the data system infrastructure (i.e., quality-of-care measures, cancer registries and databases, data collection technologies, and analytic capacity). Expand support for analyses of quality of cancer care using existing data systems. Monitor the effectiveness of data systems to promote quality improvement within health systems.

The National Cancer Policy Forum of the National Academies of Sciences, Engineering, and Medicine convened a virtual public workshop on March 1-2, 2021 to examine the impact of the Affordable Care Act (ACA)on cancer prevention and care. Workshop participants discussed the available evidence to assess (1) the effects of the ACA on people at risk for or living with cancer and (2) lessons learned from the ACA's design and implementation, looking to inform future efforts to improve and support the delivery of high-quality and equitable cancer care across the care continuum. Additionally, participants discussed new models of payment for cancer care delivery as well as the impact of new organizational infrastructures made possible by the ACA to help patients and health care consumers make better informed health care choices. A number of workshop participants spoke about patient protections provided by the ACA and their implications for the care of people diagnosed with cancer. This Proceedings of a Workshop provides a high-level summary of the discussions presented during the workshop.
