This Whitehall Paper explores the ways in which Mogadishu’s inhabitants try to stay out of harm’s way, from security officials in the presidential compound of Villa Somalia to the city’s powerful district commissioners, from patrolling policemen to the women road-sweepers in the rubbish-filled alleyways of the Waberi district. Its central proposition is that security is best understood as a coherent relationship or activity based on the need for physical safety today, rather than in the future. It uses the neighbourhood-watch schemes developed in certain districts of Mogadishu - most notably Waberi - to understand the ways in which the city’s inhabitants respond to the security models promoted by international advisers.

This book deals with sustainable affordable housing in developing countries, providing the main results of the BECOMe research project of the Politecnico di Milano. Sustainable, affordable housing in developing countries is increasingly important for African and international stakeholders, with massive urbanization processes involving many countries consuming large territories and natural resources minus any strategy of sustainability and social equality and without consideration of the long-term effects on the environment and subsequent generations. While the issue of affordable housing requires approaches adapted to the many specific African contexts, the case of Somalia seems representative of a fragile context characterized by the uncertainty of the social, political, and economic situations and the lack of common shared legislative references and strategies. The book aims to provide knowledge and propose a methodological framework developed from this particular situation that can serve as a template. On the basis of this main objective, the book deals with approaches and problems related to the creation of sustainable housing ecosystems, activating and boosting local enterprises and stimulating foreign investors to revamp the national AEC sector and related manufacturing industries, models for modular settlements, and business models and assessment methodologies useful for evaluating a set of appropriate technological solutions. Each volume draws on experts in each of the geographies in question. The global nature of the jihad is too often taken for granted; yet the extent of the glocal connections deserve focused investigation. Without such inquiry we risk a reductive understanding of the global jihad, further fostering Orientalist and Eurocentric attitudes towards local conflicts and remote violence in the periphery. This book will therefore draw attention to those who overlook and undermine the distinct and rich particularities of the often-contradictory and cosmopolitan global jihad. In many of the peripheries, particularly those with intensive large-scale insurgencies, there is extensive international military alliance. The Bush doctrine to 'fight them over there, so we don't have to fight them over here' certainly looks to be alive and well in places like Somalia, the Philippines and Niger amongst many others. Crucially we must ask - is such reasoning sound – is the threat global and if so in what way? Furthermore - is action in the peripheries under the guise of combating the global jihad overlooking the local issues and threatening to make a wider threat where it was otherwise contained? Diagnosing nations or regions as 'breeding grounds' or 'sanctuaries' of global jihad carries the spectre of having to chose sides in a battle of civilisations, which looms over a number of developing nations reliant on good western relations.
