This book examines the Reserve Officers Training Corps program as a distinctively American expression of the social, cultural, and political meanings of military service. Since 1950, ROTC has produced nearly two out of three American active duty officers, yet there has been no comprehensive scholarly look at civilian officer education programs in nearly forty years. While most modern military systems educate and train junior officers at insular academies like West Point, only the United States has relied heavily on the active cooperation of its civilian colleges. Michael Neiberg argues that the creation of officer education programs on civilian campuses emanates from a traditional American belief (which he traces to the colonial period) in the active participation of civilians in military affairs. Although this ideology changed shape through the twentieth century, it never disappeared. During the Cold War military buildup, ROTC came to fill two roles: it provided the military with large numbers of well-educated officers, and it provided the nation with a military comprised of citizen-soldiers. Even during the Vietnam era, officers, university administrators, and most students understood ROTC's dual role. The Vietnam War thus led to reform, not abandonment, of ROTC. Mining diverse sources, including military and university archives, Making Citizen-Soldiers provides an in-depth look at an important, but often overlooked, connection between the civilian and military spheres.

Established in 1916, with training programs in over three thousand high schools and an enrollment of more than half a million student cadets across the country, the Junior Reserve Officers' Training Corps (JROTC) is the largest and most enduring military public outreach program in the history of the United States. JROTC has nevertheless been surrounded by controversy. Defenders see it as a magnificent citizenship education and character development program, while its detractors view it as a tool to propagandize and recruit underage youth, persuade minorities to fight America's wars, ensure domestic order, and promote neoliberal globalization. Soldiers in the Schoolhouse provides a comprehensive history of JROTC and addresses the program's place in the country's national defense and civil-military relations. Arthur T. Coumbe follows the JROTC program through the decades: from its battle against communism in the 1940s and 1950s, to its establishment in inner-city schools as an attempt to instill strict order in the 1960s and 1970s, and to its introduction to disadvantaged Sun Belt neighborhoods in the 1990s—an expansion the military hoped would help meet manpower needs. Using army memoranda, personal letters, training manuals, and military reports, Coumbe showcases how pedagogical developments, international events, and social forces have affected federally sponsored high school military training. If pacifists are correct in thinking that war is always unjust, then it follows that we ought to eliminate the possibility and temptation of ever engaging in it; we should not build war-making capacity, and if we already have, then demilitarization--or military abolition--would seem to be the appropriate course to take. On the other hand, if war is sometimes justified, as many believe, then it must be permissible to prepare for it by creating and maintaining a military establishment. Yet this view that the justifiability of war-making is also sufficient to justify war-building is mistaken. This book addresses questions of jus ante bellum, or justice before war. Under what circumstances is it justifiable for a polity to prepare for war by militarizing? When (if ever) and why (if at all) is it morally permissible to create and maintain the potential to wage war? In doing so it highlights the ways in which a civilian population compromises its own security in maintaining a permanent military establishment, explores the moral and social costs of militarization, and evaluates whether or not these costs are worth bearing.

This book focuses exclusively on specific education policy instead of general military recruiting in high schools. "When the George W. Bush administration passed its landmark education legislation in 2001, dubbed the No Child Left Behind Act, legislators included a small section containing strict military recruiting mandates for public high schools. The law had two main provisions. First, a data sharing provision requires high schools to distribute the personal directory information of every student to all local armed forces recruiting stations on an annual basis. Second, the equal access provision requires high schools to provide military recruiters access to school grounds equal to university recruiters or career recruiters. For accountability, if these provisions are not fulfilled, the school will lose all federal education funds. Students or parents may “opt out” of the data collection through a bureaucratic process, but no such opt-out option exists for the soldiers visiting schools. When President Barack Obama renewed the omnibus education law in 2015, the name changed to the Every Student Succeeds Act, but the military mandates remained – the provisions were strengthened by including a passage prohibiting any local school board from instituting an “opt-in” bureaucratic structure for parents and students. This book focuses on how the two provisions have been met by parents, school staff, soldiers, and other individuals influenced by high school education policy and military recruiting. The central question is: do military recruiting methods utilized in public high schools work to promote the best interests of the students, or should policy makers rethink the freedom adult soldiers have when interacting with children within schools?

Since the 1990s, Junior Reserve Officer Training Corps (JROTC) programs have experienced unprecedented expansion in American public schools. The program and its proliferation in poor, urban schools districts with large numbers of Latina/o and African American students is not without controversy. Public support is often based on the belief that the program provides much-needed discipline for "at risk" youth. Meanwhile, critics of JROTC argue that the program is a recruiting tool for the U.S. military and is yet another example of an increasingly punitive climate that disproportionately affect youth of color in American public schools. Citizen, Student, Soldier intervenes in these debates, providing critical ethnographic attention to understanding the motivations, aspirations, and experiences of students who participate in increasing numbers in JROTC programs. These students have complex reasons for their participation, reasons that challenge the reductive idea that they are either dangerous youths who need discipline or victims being exploited by a predatory program. Rather, their participation is informed by their marginal economic position in the local political economy, as well as their desire to be regarded as full citizens, both locally and nationally. Citizenship is one of the central concerns guiding the JROTC curriculum; this book explores ethnographically how students understand and enact different visions of citizenship and grounds these understandings in local and national political economic contexts. It also highlights the ideological, social and cultural conditions of Latina/o youth and their families who both participate in and are enmeshed in vigorous debates about citizenship, obligation, social opportunity, militarism and, ultimately, the American Dream.

This volume explores the panic that is a central affective register of our current international order. Fears of Somali pirates, "Gypsy" kidnappers, African warlords, Ebola, "Mexican meth," pimps, coyotes, gangs, climate refugees and more, structure the dark side of a metropolitan unconscious. These are terrors over things that (might) cross borders, threatening the sanctity of territoriality and capital. Inspired by scholarship challenging panics around human and sex trafficking, the contributors to this volume develop the umbrella category of the global moral panic. Embracing the challenge of grasping a phenomenon not previously regarded as cohering, they consider panics provoked by travel, passage, transgression; panics over bodies that move.
