Efficient public administration requires a delicate balance between politics, accountability, and performance--bureaucracy must be powerful enough to be effective but also accountable to elected officials and citizens. Author Don Kettl understands that the push and pull of political forces in a democracy make the functions of bureaucracy both contentious and crucial. In The Politics of the Administrative Process, he gives students a realistic, relevant, and well-researched view of the field featuring engaging vignettes and rich examples from current events like the COVID-19 pandemic. The Ninth Edition has been thoroughly updated with an additional chapter, as well as new scholarship, data, and case studies, giving students multiple opportunities to apply ideas and analysis as they read.

A good deal has been done to improve the safety of Americans on their own soil since the attacks of September 11, 2001. Yet there have been numerous setbacks. The Bush administration and Congress wasted at least six months in 2002 due to partisan disagreement over a new budget for homeland security, and as one consequence, resources were slow to reach first responders across the country. Most improvements in homeland security have focused on "refighting the last war"—improving defenses against attacks similar to those the country has already suffered. Not enough has been done to anticipate possible new kinds of terrorist actions. Policymakers have also focused too much attention on the creation of a department of homeland security—rather than identifying and addressing the kinds of threats to which the country remains vulnerable. While the creation of a cabinet-level agency focusing on homeland security may have merit, the authors of this study argue that the department will not, in and of itself, make Americans safer. To the contrary, the complexity of merging so many disparate agencies threatens to distract Congress and the administration from other, more urgent security efforts. This second edition of Protecting the American Homeland urges policymakers to focus on filling key gaps that remain in the current homeland security effort: identifying better protection for private infrastructure; using information technology to share intelligence and more effectively "connect the dots" that could hold hints to possible terrorist tactics; expanding the capacities of the Coast Guard and Customs Service, as well as airline transportation security; dealing with the possible threat of surface-to-air missiles to airliners; and encouraging better coordination among intelligence agencies. While acknowledging the impossibility of preventing every possible type of terrorist violence, the authors recommend a more systematic approach to homeland security that focuses

When President Eisenhower identified the "military-industrial complex" as a powerful component of political and economic life in the United States, he also warned against feeding it too much power. That balance continues to be a hot debate. Where will readers stand on using military spending to fuel economic growth or limiting that spending to leave room for social programs? Should we be bolstering geopolitical power with military strength or limiting military spending in order to combat wasteful budgets? From drones to the F-35 Joint Strike Fighter to cyberoperations, this reporting reveals the extent of military spending and the complex political problems associated with controlling it. Beyond the text, features to further challenge readers include media literacy terms and questions.

In the heart of the Pentagon, a hidden world exists—a world of secret budgets, clandestine operations, and untold stories. This world is known as the black budget, and it is the subject of this groundbreaking book. For decades, the black budget has been shrouded in secrecy, its existence known only to a select few. But now, for the first time, a team of investigative journalists has gained unprecedented access to the inner workings of this hidden world. In this book, we will take you on a journey into the depths of the black budget, revealing the secrets that have been hidden from the public for far too long. We will explore the origins of the black budget, its role in the development of advanced weapons and technologies, and its involvement in covert operations around the world. We will also examine the ethical implications of the black budget, the risks it poses to our security, and the need for transparency and accountability. We will hear from whistleblowers who have risked their lives to expose the truth about the black budget, and we will learn about the efforts of those who are working to reform it. The black budget is a complex and controversial issue, and there are no easy answers. But it is an issue that we can no longer afford to ignore. The future of our security and our democracy depends on our willingness to confront the truth about the black budget and to demand accountability from those who control it. This book is a must-read for anyone who wants to understand the hidden world of government spending and the impact it has on our lives. It is a story of secrecy, intrigue, and the struggle for accountability. It is a story that will change the way you think about the world. If you like this book, write a review!

Getting Real About Race is an edited collection of short essays that address the most common stereotypes and misconceptions about race held by students, and by many in the United States, in general. Key Features Each essay concludes with suggested sources including videos, websites, books, and/or articles that instructors can choose to assign as additional readings on a topic. Essays also end with questions for discussion that allow students to move from the “what” (knowledge) to the “so what” (implications) of race in their own lives. In this spirit, the authors include suggested “Reaching Across the Color Line” activities at the end of each essay, allowing students to apply their new knowledge on the topic in a unique or creative way. Current topics students want to discuss are brought up through the text, making it easier for the instructor to deal with these topics in an open classroom environment.
