"This report examines Mali's counterterrorism requirements in light of recent evolutions in the country's security environment. In spite of the achievements of France, the United Nations, and the European Union, the terrorist threat in Mali is growing, but Mali's military remains largely ineffective. Part of the challenge is the interconnected nature of Mali's terrorist problem and the political strife that afflicts Mali's northern half, which the peace agreement signed in Algiers in June 2015 only somewhat addresses. Moreover, Bamako's response remains focused to an inappropriate degree on acquiring the military capabilities it hopes will help redress the balance of power in the North while leveraging proxy ethnic militias. These militias, though more effective on the battlefield than Mali's own forces, have the potential to further aggravate northern Mali's instability. The report argues that it is not possible to strengthen Mali's counterterrorism capabilities in isolation from its general military capabilities, which are in need of fundamental reforms. Such reforms should include making the armed forces more inclusive of minority groups and more attentive to relations with northern communities, improving the effectiveness and accountability of defense institutions, building human capital and leadership, and enhancing operational capabilities. In all cases, the United States must coordinate its efforts with the other actors on the ground in Mali, especially the French and the European Union, to ensure complementarity."--Publisher's web site.

The cumbersome colonial era-borders, erected by the French, dividing north and south Mali were significant in causing the conflict. Furthermore, French is the second official language, and the majority is not fluent. Almost 70 percent of Malians are illiterate, which seriously inhibits the state's democratic capacity. Mali's economy is also insecure. Apart from gold mining, all production companies are foreign owned. This further inhibits the government's ability to run the country because if several companies pull out, the state will lose the majority of its financing. Although President Hollande announced that France would build equal relations towards African states, he decided to intervene in Mali and the Central African Republic (CAR). Contributing to understandings of France's Africa policy, this thesis compares the legitimization discourse of French military operations in Mali and the CAR. It provides new findings by examining postcolonial legitimization strategies as well as contrasting strategies based on equal partnership through a qualitative content analysis. The crisis is an outgrowth of the colonial period which had strained and eventually torn the social fabrics of the region. French colonial policies regarding education, administration, an economics had contributed to a competitive and divisive atmosphere. Now, Mali suffers from widespread ethnic separatism. The socialist regime of newly-indepenent Mali failed to reconcile the alienated communities of the northern regions. The peoples of the south, too, were dissatisfied with their oppressive government–something which deepend the young country’s political crisis. This environment produced the so-called “Tuareg rebellion”. The fierce clashes in the early stages of the rebellion and the drought in Mali’s northern regions led to massive migrations of Tuaregs to neighbouring countries. Changes in the regional environment in the 1990s brought new dimensions to the crisis. The Algerian Civil War, the end to the war in Afghanistan, and the Libyan embargo precipitated the spread of terrorism, trafficking, the drug trade, and cross-border criminal networks. Collectively, these phenomena created a new constellation of power in northern Mali. The international economic crisis and the developments known as the “Arab Spring”, along with shifting geo-strategic dynamics in the Indian and Pacific Oceans, have pushed Africa into an arena for international disputes and rivalries. Mali has been one of the foremost countries to be affected. Transformations at the global level have pressured most governments to defend their traditional interests. Some powers, in contrast, have been scanning for openings and opportunities in the weaknesses of others. BRICS have thus managed to emerge as new powers on the African continent traditionally dominated by France, the U.K., and to a lesser extent, the U.S.
