Higher education provision in most countries has great financial implication for both the state and higher education institutions. The state of the South African economy, the restructuring of higher education and changes in funding of higher education call for the application of cost effective strategies, which can be used to optimize the use of limited funds. This book reflects on the South African Higher Education environment before the 36 institutions existing at the time were merged into 23 universities. It also examines the management of cost in higher education institutions in South Africa. The relevant issues of cost management, especially budgeting and decision making are given adequate emphasis in relation to higher education institutions. It also reflects the extent to which cost management principles and cost management systems are applied in higher education institutions in South Africa. The author makes significant recommendations on how cost management can be improved for the benefit of institutional sustainability. The book would be of great interest to finance executives in universities and colleges, as well as governments that fund higher education.

There has been a resurgence of interest in training programmes for higher education leaders and management (HELM) at African universities in recent times. Although there have been a few cases of evaluation studies of such programmes in Africa, a more systematic review of the lessons learnt through these programmes has not been done. This book aims to document and reflect on the learnings from intervention programmes at three African higher education councils. It is clear that university leaders face many leadership and management challenges. This is the starting point of the book.

Many factors have contributed to the increased pressure on institutions of higher education worldwide to become more cost-effective. In 1990, the International Institute for Educational Planning (IIEP) launched an international research program on the problems of higher education management at the institutional level to create a knowledge base on the methods of better utilization of existing resources. The research began with an extensive literature review and creation of an information base, and continued with the writing of a series of papers on methodological issues and the preparation of 14 in-depth case studies on different types of innovations. The results of these activities were used to prepare a set of training materials for intensive training courses. The exchange of individual university experiences in managerial innovations in these training courses provided an additional knowledge base for IIEP. This book attempts to synthesize all these results from the research and training programs. The book's sections are: (1) "The Research Programme"; (2) "The External Environment of Higher Educational Institutions"; (3) "Improving University Management to Meet Changing Needs"; (4) "Improving Selected Areas of University Management" (including financial, academic staff, research and economic links, space, and educational delivery systems); and (5) "Prospects for Improving Management." Chapters contain references. (EV)

This nine-country study of higher education financing in Africa includes three East African states (Kenya, Tanzania and Uganda), five countries in southern Africa (Botswana, Lesotho, Mozambique, Namibia and South Africa), and an Indian Ocean island state (Mauritius). Higher Education Financing in East and Southern Africa explores trends in financing policies, paying particular attention to the nature and extent of public sector funding of higher education, the growth of private financing (including both household financing and the growth of private higher education institutions) and the changing mix of financing instruments that these countries are developing in response to public sector financial constraints. 'This unique collection of African-country case studies draws attention to the remaining challenges around the financing of higher education in Africa, but also identifies good practices, lessons and common themes.

Makerere University started in 1922 as a humble technical school enrolling 14 day students of Carpentry, Building and Mechanics. Nine decades later, the University has made giant strides–enrolling over 35,000 students in over 145 study programmes hosted by nine colleges spread across various campuses. As one of the first higher education institutions in East and Central Africa, the university has had to contend with a multiplicity of issues, including relevance, curricula reform, community engagement and graduate employability; access, equity, massification and quality assurance; national politics, regulation, institutional autonomy and academic freedom; funding and financial management; student politics and activism; staff unionisation, management and brain drain; physical resources expansion, utilisation and maintenance; liberalisation, privatisation, commercialisation and internationalisation; Information and Communication Technology (ICT); and institutional leadership and integrity. Today, the University stands out proudly as a hallmark of innovation and excellence in teaching, research and community engagement, notwithstanding the challenges it has experienced over the years. As it celebrates 90 years, the higher education scholarly and policy fraternity take the opportunity to honour and continue the University’s tradition of scholarship and innovation — through contributing ideas for dealing with some of the challenges that the University and similar institutions are contending with. Although studies of Makerere University have been included, it must be understood that this book is not necessarily about the University. Additional studies have been drawn from Botswana, Ethiopia, Ghana, Kenya, Malawi, Nigeria, Tanzania and other institutions in Uganda.
