No one thinks explicitly about internationalization when one buys a book at Amazon or goes to Mc Donald’s for lunch. These are only two examples for big multinational companies which are doing business worldwide. International trade and cross-border business connections have quite a long history. The first large trade network was the Hanseatic League in the Middle Ages which was located in North and Middle Europe. Now there are even bigger communities like the EU or the NAFTA.1 Beside these there are also political institutions like the OECD2, the World Bank or the World Trade Orga nisation (WTO) which influence and support worldwide business activities. But what does the term “international management” mean and why becomes it more and more important for us? Management characterize the control and coordination activities concerning goal-oriented organizations.3 These activities occur in the first place in the domestic business of companies. Keywords like “Globalisation” and “International Companies” are characterizing this development. For many companies, this growing interconnection of the global economy represents new challenges for the management, primarily evoked by an increasing international competition which is above all characterized by accelerated developments in technology, shorter life cycles of products or lower barriers to market entry. To overcome these complex challenges and to keep up competitive advantages, companies can often not rely on their own potentials anymore. To survive in the international environment many of them are forced to agree on cooperation with other companies. They consider international cooperation as a form of organisation to ensure the access to resources of strategic importance and as a competitive factor on fast changing markets. This paper will try to substantiate these notions. It is concerned with possible motivations leading companies to international cooperation, as well as with essential success factors. Therefore, the terms “international company” and “international cooperation” will be elucidated and definitions will be given after this introduction. Chapter three analyses the motivations and reasons for cooperation. Subsequent, possible success factors are being discussed according to a phase model of the cooperation process in chapter four. Finally, a critical assessment of cooperation is made by looking at potential risks. The paper closes with a conclusion summarizing the acquired insights.

Is South-South Cooperation (SSC) any different from other international partnerships in practice? While straightforward, this question often gets lost in conventional scholarship on SSC and international cooperation, which privileges macro-level narratives of how cooperation mechanisms fit within geopolitical concerns and shape the outcomes of foreign aid. Equity, Evaluation, and International Cooperation instead offers an answer from the ground up. It highlights two main lessons from the close examination of the ecosystem of international cooperation projects in the urban water-and-sanitation sector in Maputo, Mozambique. First, the book shows that macro labels attributed to international cooperation reflect very little about how cooperation projects operate on the ground and the equity consequences of their work. Second, how projects are designed, implemented, and evaluated does matter to the quality of learning that emanates from partnerships. Beyond the geopolitical and technical proximities favored by the SSC discourse, this book argues that what matters in practice is whether hierarchy or heterarchy is institutionalized in the governance of cooperation projects; whether project partners are locally embedded in shared work spaces; and whether practitioners value flexibility and recognize the epistemic value of learning from all partners as peers. A strong evaluation culture within the international development industry, however, still subjugates such equity-based concerns and deep learning in projects to accountability, reinforcing orthodox power asymmetries in cooperation and sustaining epistemic and distributive injustice. This book instead provides a framework for how project evaluations, as a key narrative instrument of development, can instead promote distributive, procedural, and epistemic justice in international cooperation projects.
