Conflict in Northern Ghana appears to be increasing in amplitude and frequency and its effects are getting more devastating. It is the view of this book that The Government of Ghana and civil society organisations involved in aspects of conflict management have approached peace issues in the region with an inadequate understanding of the local issues that divide and unite the people, or using sufficient resources to pre-emt conflict. In 2003 The Mole V summit was held in Damongo to discuss strategic directions for comprehensive development and poverty reduction in Northern Ghana as a mechanism for supporting conflict management. It is the aim of this publication to contribute to the proposed plan by suggesting past and current conflict management resources and mechanisms which could be employed. The suggestions are informed by surveys, which are oulined in the book, of particular conflicts in the three northern Regions of Ghana between 2006 and 2008 - their histories, causes and efforts and their resolution.

In recent years, a number of African countries have been embroiled in bitter ethnic conflicts and civil wars, which have threatened the very basis of the modern African state. There are growing concerns about the adverse effects these conflicts are having on the stability and development of the continent. Countries such as Ghana, meanwhile, seem to be relatively stable in a West African region of great instability. However periodic violent ethnic clashes particularly in the Northern part of the country has become a source of concern. This study is an account of the emergence of particular identities and how they are linked to ethnic conflict. The paper argues that the root causes of most ethnic conflicts can be traced to how identities have been manipulated over the years. The study seeks to identify the distortions in social structures as a result of continues manipulation and explains why these conflicts have persisted. The paper proposes a multi-dimensional approach which will include institutional reforms and capacity building of security agencies as some of the pragmatic measures that policy makers can adopt in addressing the numerous challenges that these conflicts present.

This paper investigates the importance of the historical construction of chieftaincy, and the interaction of traditional institutions with the state, in structuring the inter-ethnic conflicts of the Northern Region of Ghana between 1980 and 2002. During this period, the area experienced a series of episodes of large-scale violence, culminating in the 1994-1995 conflict that cost thousands of lives. This crisis has been interpreted variously as an interethnic civil war or as a rebellion against the traditional authority of some groups over others. Labelling the clashes in these terms, however, may disguise more than it informs, as tradition and its cousin discourses of ethnicity, are socially constructed and politically contested both at local and national levels. In Ghana, the powers of political and traditional leaders overlap and interrelate, making direct competition over access to traditional state structures important to these conflicts. Moreover, since most of Ghana’s conflicts are connected with chiefs, traditional leadership in Ghana has become associated with a combined development and security discourse. The paper draws on interviews with members of the affected ethnic groups conducted in villages in the eastern part of the Northern Region in July and August 2005 and a review of primary and secondary documentary sources to provide a nuanced analysis of the social tensions. It challenges the common view of Ghana as a peaceful country, exempt from ethnic conflict. It also makes the case for alleviating some of the pressures that have caused such communal violence through careful review of traditional institutions and a constructive state presence providing effective security and discursive outlets for disputes.

Ethnic and communal violence (conflicts) have in recent years become common place in many parts of Ghana and other African countries. Abstract: Das Häuptlingstum ist eine der existierenden traditionellen afrikanischen Institutionen, die mit modernen Formen der Regierungsführung im post-unabhängigen Afrika koexistieren. Obwohl die Institution weiterhin die Unterstützung der Bevölkerung genießt und als Sammelpunkt auf lokaler und sogar nationaler Ebene dient, hat sie in jüngster Zeit zahlreiche Konflikte in Form von Nachfolgestreitigkeiten hervorgerufen, wie im Fall der Nanumba-Häuptlingsinstitution im Norden Ghanas. Dier hier vorliegende Forschung geht der Frage nach, wie eine Institution, die als förderlich für den sozialen Frieden dargestellt wird, stattdessen eine Quelle für mehrere gewaltsame Konflikte darstellt. Außerdem wird untersucht, inwieweit dokumentierte Gewohnheitsrechte und Häuptlingsnachfolgepläne, die auf den gemeinsamen Überzeugungen des Volkes basieren, als Impuls für das Konfliktmanagement in Nanun und anderen traditionellen Gebieten in Ghana dienen könnten. Darüber hinaus wird analysiert, ob die Formalisierung traditioneller Institutionen zur Konfliktprävention und -bewältigung beiträgt und damit nachhaltigen Frieden in Gebieten mit chieftaincy-motivierten Konflikten im Norden Ghanas herbeiführen könnte. Die Studie zielt darauf ab, einen Beitrag zur intellektuellen Debatte über die Rolle traditioneller Institutionen in der modernen Regierungsführung und Entwicklung im afrikanischen Umfeld zu leisten. In dieser Einzelfallstudie wird die Nanumba-Häuptlingschaft durch die Linse der Institutionalismus-Theorie analysiert, um Lücken in den Normen, Regeln sowie internen institutionellen Mechanismen des Konfliktmanagements und weiteren Faktoren, die für die Eskalation der Gewalt in der Nanumba-Häuptlingspolitik verantwortlich sind, besser zu verstehen und zu identifizieren. Während die drei Ansätze, Rational-Choice-, soziologischer und historischer Institutionalismus, die zur Untersuchung des Institutionalismus dienen, hauptsächlich zur Analyse von Institutionen auf nationaler Ebene verwendet werden, beschäftigt sich die Studie mit den institutionellen Ausgestaltungen innerhalb der Häuptlingschaft auf lokaler Ebene beschäftigen. Die Studie wählt diesen systematischen institutionellen Ansatz, um kritisch zu untersuchen, wie die Schwächen des Häuptlingswesens zu Konflikten beitragen. Für die Studie wurden Primär- und Sekundärdaten verwendet. Die Primärdaten wurden durch Feldbeobachtungen und Interviews gesammelt, die in den Jahren 2019 und 2020 in der Nanumba North Municipality in Nordghana durchgeführt wurden. Die Sekundärdaten umfassen Gerichtsurteile und Archivmaterial, das von dem regionalen und nationalen House of Chiefs abgerufen wurde. Es zeigte sich, dass die Nanumba-Häuptlingsschaft aufgrund schwacher interner Strukturen anfällig für Manipulationen durch Eliten und politische Führer_innen ist, was die Institution dysfunktional macht und zu einer Erosion des Vertrauens führt. Die traditionellen Regelungsmechanismen und Gewohnheitspraktiken sowie Nachfolgenormen werden je nach Kandidaten selektiv angewandt und auf eine oft inkohärente und widersprüchliche Weise unterschiedlich interpretiert. Basierend auf den Erkenntnissen und einem Vergleich mit den positiven Gegenbeispielen der Chiefdoms Gonja und Asante, die Häuptlingsstreitigkeiten effektiver gehandhabt haben, kommt die Studie zu dem Schluss, dass die Nanumba-Gewohnheitsnormen und -traditionen, die das Häuptlingswesen regeln, in einem Dialog mit den Beteiligten überprüft und formalisiert werden sollten, um dauerhafte Lösungen zu schaffen, die von den Akteuren in verschiedenen Machtpositionen und auf verschiedenen Ebenen akzeptiert sowie aufrechterhalten werden

"For many influential prescriptions of how to prevent ethnic groups returning to war, the peace between those in northern Ghana simply should not exist. This thesis asks what we might learn from this abnormal example of inter-ethnic peace. Why is it that peace has lasted when the underlying grievances remain, and could the answer to this reveal an innovative way of resolving ethnic conflict? This study finds that, contrary to Ghana-specific and general inter-ethnic peace theories, a stable peace does not necessarily require resolution of the causes of war or the creation of structures to ensure ethnic groups feel safe from one another. Rather, it observes that if political conditions cause ethnic identity to lose its usefulness as a vehicle for accessing political resources, then the importance of attached grievances dissipates along with it. In Ghana, the advent of stable democratic competition in 1992 is responsible for such a turn of events. By providing access to political resources at the national level, Ghana's democracy has superseded the importance of inter-ethnic conflict over traditional chieftaincy institutions. It has caused socioeconomic identity, mobilised through the competitive two-party system, to replace local ethnic ties as the most politically salient form of identity. Consequently, not only are once virile inter-ethnic grievances no longer of political import, their holders are now political brethren under a single socioeconomic partisan identity. In making these observations I challenge both an empirical claim that conflict between groups in Ghana is lying dangerously dormant, and a theoretical claim that ethnic conflict can be managed but never resolved. This thesis analyses survey evidence and political, historical and theoretical literature to argue that when the framework for political competition fundamentally changes we see the lines along which persons participate, and the conditions on which they stake their interests, change along with it." --
