The management of multispecies fisheries employed in Japan has been reviewed from both a global and a region/subject-specific point of view. The discussion focuses on five major principles involved in the management of multispecies resources and multi-gear fisheries in the coastal waters around Japan, with examples from past experience. The topics discussed include) the legal and political arrangements for the management and coordination of the fisheries, including the autonomous regulatory system established by the fishermen themselves, 2) the "successional fishing" employed in two small fishing communities. 3) the demersal fish fisheries along the entire coast of Japan, 4) the coastal pelagic fish fisheries with special reference to large changes in stock abundance and species composition and 5) the comprehensive utilization of resources in the Seto Inland Sea. The last topic presents a clear example of a practical application of the comprehensive management measures being applied to a limited sea area where complicated multispecies resources are exploited. In particular, the discussion considers how to cope with changes in the resources brought about by either natural or man-made causes, including the successes and failures of past management. An overall discussion of findings focuses specifically on a few critical problems that must be taken into account when the management of multispecies resources and multi-gear fisheries is planned and/or implemented. Finally, guidelines for such management are set down to facilitate the assessment of such a system in the countries where similar management issues have not yet been experienced.

This paper is concerned specifically with the problems of river fisheries and associated management issues. It deals in particular with the scope for building on traditional practices, through the participation of traditional fishing communities, as a means of improving the quality of river fishery management. The paper reviews the most frequently encountered problems of riverine fisheries such as over-fishing due to population pressure or migration, and artifically induced environmental factors such as dams, pollution and deforestation. It lays stress on the importance of studying fishing communities, as well as strictly biological factors, and presents a four-stage analysis of the evolution of traditional riverine fisheries. Several undesirable consequences of this typical evolution, both on the resource itself and on traditional fishing communities, are identified and illustrated by case studies from the Amazon and the Zambesi. Certain types of traditional management strategies are examined and assessed for their future utility. The current ineffectiveness of many existing government river fisheries management policies is noted, either as a result of lack of resources or because they are inappropriate, often rooted in outdated colonial legislation. The lack of both limited access measures and of participation by local fishing communities are highlighted as major deficiencies. The paper concludes by linking these two features as crucial components of durable river management strategies for the future, although other possibilities for management are also reviewed and assessed. Reef fish spawning aggregations, ranging from small groups to many tens of thousands of individuals, are spectacular but poorly known natural phenomena whereby fish assemble at specific times and locations to spawn. For some species these large groups may be the only form of reproduction, the high fish numbers briefly giving a false impression of stability and abundance—an ‘illusion of plenty’. They are often a focus for intensive seasonal fishing because of their predictability and because many important commercial fishes form them. Highly vulnerable to overexploitation, many aggregations and their associated fisheries, have disappeared or are in decline. Few are effectively managed or incorporated into protected areas. Aggregations are not well understood by fishery scientists, managers and conservationists and their significance little appreciated by fishers or the wider public.
