O significado de mercado não deve ficar adstrito à interação entre procura e oferta por ir além do processo de compra e venda, ao compreender interações econômicas, sociais e culturais. Apesar de serem vistos como espaços onde ocorrem trocas, conversações e negociações para a realização de transações comerciais entre as partes envolvidas, como ocorre em feiras e entrepostos de comercialização é fato que os mercados possuem importância crucial na vida das pessoas. Eles influenciam a organização social, política e cultural das sociedades. A produção agrícola no Submédio São Francisco está concentrada em fruticultura tropical ( manga, uva, coco, acerola e banana ) e oleráceas (cebola e melão). A região se desenvolveu graças à atividade irrigada e a implementação dos perímetros públicos foi decisiva, todavia, a despeito da importância desta atividade para a socioeconomia regional, observam-se imensas distorções e fragilidades nos processos de comercialização que se verifica notadamente para o mercado interno. Constata-se a absoluta falta de formalidades no processo negocial de modo a assegurar que vendedores e compradores pudessem realizar pagamentos justos e que tenham segurança nas transações. Prevalece na região à presença de intermediários que atuam como canais de comercialização, escoando à produção para pequenas, médias e grandes cidades do país e empresas mais bem estruturados fazem o comércio externo. De modo generalizado observa-se que a ausência de entes públicos ou privados (estado e/ou cooperativa) poderiam contribuir para que as margens de preços recebidos pelos agricultores pudessem ser melhores, tendo em vista às dificuldades que experimentam no processo de produção à venda. Neste sentido este guia técnico apresenta o perfil das culturas acima assinaladas no que tange aos mercados e canais de comercialização, buscando compreender as dificuldades experimentadas pelos agricultores durante a venda da produção em mercados convencionais e de escala e propor a partir do diagnóstico técnico/tecnológico, políticas públicas que contribuam com a reflexão e com ações efetivas para uma economia mais distributiva onde os agricultores não sejam os mais afetados pelas inúmeras dificuldades identificadas pelos autores dos capítulos e ao mesmo tempo ter-se a clareza de que na economia de mercado todos são importantes e o somatório das partes é que faz o todo, não se excluindo nenhum agente do processo na obtenção de resultados econômicos justos na hora, de comercializar produtos agrícolas. Neste sentido, este manual visa suprir uma lacuna na região ao tratar da questão que assola todo o processo negocial de venda de produtos agrícolas em mercados convencionais à partir das dificuldades práticas vividas pelos agricultores e identificadas pelos autores desta obra como limitações à obtenção de preços satisfatórios e que remunerem condignamente os produtores rurais. Em especial duas das culturas aqui tratadas são objetos de exportação – a manga e a uva. Embora sejam melhor remuneradas, sobretudo em momentos de valorização do dólar que permeia as transações externas, há momentos em que as dificuldades também estão presentes. Parece que a questão das transações comerciais na atividade agrícola foram historicamente secundarizadas o que invariavelmente tem resultado em prejuízos a quem produz e concentração de ganho nas mãos de quem intermedia. No mundo moderno, faz-se indispensável melhor integração das atividades de produção com a comercialização de modo a ter-se mais transparência, solidariedade e obediência a formalidades de modo a consolidar práticas que construam relações mais equânimes e justas.
