Questo agile testo dedicato agli standard internazionali di valutazione immobiliare è una sorta di codice base pratico, da utilizzare operativamente nella professione di estimatore di beni immobili. Nel volume non ci si perde in dimostrazioni matematiche del perché si compiono particolari procedure e anche le spiegazioni logiche sono ridotte ai concetti essenziali per capire il nocciolo del procedimento. L’acronimo DOCFA non è altro che l’abbreviazione di Documento Catasto FAbbricati. Sono passati ben quattordici anni da quando uscì la prima versione DOCFA 1.0 trasmessa agli uffici in data 12 novembre 1996 e l’Agenzia del Territorio ha fatto da allora passi da gigante, creando una banca dati censuaria fabbricati informatizzata ad oggi molto attendibile. Ed è proprio il DOCFA, utilizzato in questi anni dai tecnici per produrre i nuovi aggiornamenti o le variazioni alla banca dati, a dare un significativo apporto al perfezionamento del dato rendendolo in qualche misura probatorio. Oggi l’Agenzia del Territorio, attraverso il SISTER (piattaforma sul web), ha reso utilizzabile tutte quelle informazioni che erano di proprio dominio per permettere a tutti i tecnici abilitati di svolgere il loro lavoro restando comodamente nel proprio ufficio. Ma questo l’Agenzia del Territorio l’ha fatto perché, non potendo più permettersi, come un tempo, di provvedere all’aggiornamento della banca dati, l’ha resa fruibile a tutti i tecnici, facendola diventare un grosso contenitore e demandando a tutti i professionisti il suo aggiornamento. Aggiornamento che, con la versione 4 del DOCFA, oggi il tecnico può realizzare direttamente dal proprio ufficio, telematicamente. Ma questo vantaggio, per tutti i tecnici che si accingono ad effettuare un documento DOCFA, ha un prezzo che è quello del proprio auto-aggiornamento. Per questo motivo è nata la decisione di realizzare questo volume, un vero e proprio vademecum su come trattare i molteplici casi che si possono presentare; un libro quindi che spiega innanzitutto come installare DOCFA 4.00.2 e compilare in maniera generale un documento, il tutto aiutato e documentato da 43 esempi svolti con le causali più comuni. Questa terza edizione del volume si è resa necessaria a seguito dell’ulteriore aggiornamento della procedura DOCFA che è stata pubblicata il 1° ottobre 2013 e resa obbligatoria il 1° novembre 2013 e per inserire le immagini che la nuova veste grafica del sito web dell’Agenzia delle Entrate presenta. Allo stesso tempo si è provveduto ad integrare questa edizione con due note importanti che sono state emanate recentemente e precisamente: - Nota 23646 del 12 giugno 2013, “Estensione delle procedure relative alla prima iscrizione degli immobili al catasto edilizio urbano ed indicazioni sulle modalità di aggiornamento relative alle intestazioni catastali presenti nelle dichiarazioni di nuova costruzione e nelle domande di voltura”; - Nota 29440 del 30 luglio 2013, “Dichiarazioni in catasto di unità collabenti (categoria F2)”. Questo manuale riesce a essere un ottimo supporto alla professione perché, senza fronzoli e complicazioni, spiega chiaramente le basi per l’approccio al software e mette in condizione il tecnico di redigere il documento in maniera facile, veloce e soprattutto corretta. Molto utile il capitolo ‘‘Strumenti di lavoro’’ che raccoglie tutte quelle tabelle generali che possono servire nella compilazione dei documenti.
