La deuxième édition du Manuel d’amélioration des plantes par mutation (MMB) a été publiée en 1977. Après près de 40 ans, il est nécessaire d’actualiser les connaissances des Etats Membres (EM) sur les méthodes pratiques de sélection des plantes par mutation et de leurs fournir une vue d'ensemble complète d'amélioration des cultures à l'aide de techniques de sélection par mutation induites. En 1977, il y avait 106 États membres de l'AIEA et, en mars 2015, 164 États membres. Les services d'irradiation pour l'induction de mutations dans la sélection végétale ont augmenté proportionnellement au nombre d'États membres. Par conséquent, l'intérêt pour la sélection par mutation a augmenté. Il y a maintenant plus de 3300 variétés mutantes commercialisées dans le monde dans plus de 220 espèces de plantes, contre 571 variétés mutantes dans 84 espèces de plantes, en 1977. La sélection végétale par mutation continue d'être un domaine actif pour l'amélioration des cultures. La sélection par mutation connaît une renaissance avec de nouvelles méthodes et une large application à plus d'espèces végétales dans lesquelles elle peut fournir des raccourcis pour développer de nouvelles variétés mutantes. Ceci est particulièrement pertinent pour la sauvegarde de la sécurité alimentaire et est nécessaire pour relever les défis environnementaux causés par le changement climatique (résistance aux ravageurs et aux maladies, tolérance aux stress abiotiques etc.).
