Il est actualisé au 1er novembre 2009 et est illustré par une jurisprudence abondante. L'introduction, qui porte sur les principes fondamentaux et les sources du droit administratif, est suivie de trois livres. Le livre Ier présente les services publics et leur mode d'organisation (la centralisation et ses variantes, la décentralisation territoriale et la décentralisation par services), ainsi que les mécanismes de tutelle administrative. Le livre II développe les moyens de l'administration, à savoir le budget et les moyens financiers, la fonction publique (la différence entre le statut et le contrat, le statut administratif et pécuniaire, le statut social, le statut syndical), les biens de l'administration (le domaine public et le domaine privé, la voirie et les voies navigables, les servitudes d'utilité publique). Il étudie l'action de l'administration (l'acte administratif réglementaire et individuel, le contrat administratif -notamment les marchés publics-, les polices administratives) et évoque l'utilisation dynamique de ces moyens au travers de quelques réglementations (les expropriations, les réquisitions, les polices administratives, l'aménagement du territoire et l'urbanisme, la protection de l'environnement, les sanctions administratives). Le livre III est consacré aux contrôles de l'administration : contrôle politique, administratif, budgétaire et comptable, contrôle des médiateurs, contrôle juridictionnel (cours et tribunaux et Conseil d'Etat).
