Developments in digital media in South Africa are densely intertwined with political factors. The government has sought to be the driver of digitization, but it has also caused repeated delays in digital roll-out. In addition, the government has contradictory interests such as promoting competition while also favoring large enterprises in which it has controlling or monopoly shares. The challenges are very great in terms of bringing access to digital benefits across a large landmass, in which more than a third of people live in rural areas, even more are too poor to be an attractive market for advertisers, and where diverse people use than 12 mother tongues. In the absence of success by the state in promoting digitization, the media system remains mainly mainstream and analog, apart from the rapidly growing business of digital satellite pay-TV. Radio has the greatest reach in society and, within this sector, community radio is making strides. Pluralism of ownership and an increase in broadcasting stations has occurred, but by using analog rather than digital means. Print is shrinking in terms of sales, although its share of advertising has been holding up. Digitization is therefore unfolding in an environment which will continue to determine its characteristics. It is unlikely to facilitate major change in media and news, although it can be expected over time to expand choice and enable new entrants, on a scale that will attract--but also limit--attempts at political control.

This timely book argues that the Global North’s research methods and traditional assumptions are not valid to the media landscapes and audiences of the Global South. With South Africa as the focus, the authors offer a new understanding of media diversity along an audience-centred approach. Disappointingly, research shows that most South African citizens (most of whom are economically marginalised) are found to experience extremely low levels of media content diversity in their personal media diets. The contributing factors are inter-related and complex, but include the inequitable distribution of media content, a lack of African language media, and most especially, the cost of media access which is unaffordable to many. In this book, the authors examine what went wrong with post-apartheid attempts to democratise the media landscape, and why the experienced levels of media diversity by the majority South African audience remain so woefully low. While media diversity is usually measured by policymakers, sector stakeholders or by market-related imperatives, this book foregrounds the perspective of the media consumer. In doing so, traditional media measuring is inverted – leading to a more in-depth understanding of how ordinary people in the Global South receive media content, how much, and why. The authors offer a holistic analysis of the ineffectuality of key media policymaking processes, projects and institutions – while also suggesting how these could be transformed to create a more diverse and broadly accessible media landscape.

This volume presents case studies of news media employing and integrating social media into their news production practices. It links social media use to journalistic practices and news production processes in the digital age of the Global South. Critically, the chapters look at seminal cases of start-up news media whose content is informed by trends in social media, ethical considerations and participatory cultures spurred by the wide use of social media. There has been considerable research looking at the potential of new media technologies, traditional journalism and citizen reporting. The extent to which these new media technologies and ‘citizen journalism’ have morphed or reconfigured traditional journalism practice remains debatable. Currently, there are questions around the limits of social media in journalism practice as the ethical lines continue to become blurred. It is this conundrum of the role of social media in the reconfiguration of the media, news making, production and participatory cultures that requires more investigation. Social media has also turned the logic of the political economy of media production on its head as citizens can now produce, package and distribute news and information with shoestring budgets and in authoritarian regimes with no license of practice. This new political economy means the power that special interest groups used to enjoy is increasingly slipping from their hands as citizens take back the power to appropriate social media journalism to counter hegemonic narratives. Citizens can also perform journalistic roles of investigating and whistleblowing but with a lack off, or limited, regulation. This volume seeks to explore and untangle these issues, and provides an invaluable resource for researchers across the field of journalism, mass media, and communication studies.
