This book provides different perspectives on the concept of children’s rights, including policy, educational, and children’s perspectives. It examines how the crucial ideas of the Convention on the Rights of the Child are respected and implemented in 14 countries in five regions of the world. The UN Convention on the Rights of the Child (UNCRC) comprises the potential to change the lives of children to the very best. Even though the concept of children’s rights is omnipresent, the respect for children’s rights must be discussed. While the Convention brings the new perspective of children as citizens to the world, there are still challenges in its application. The book interrogates challenges in understanding and applying children rights and offers possible answers to these challenges. The ratification process itself, does not guarantee that children’s rights are respected. Colombia es un país altamente vulnerable ante los desastres ambientales y los efectos del cambio climático. El Banco Mundial ha señalado que el 84.7% de la población y el 86.6% de los activos están localizados en áreas expuestas a dos o más amenazas ambientales. Así mismo, el IDEAM ha advertido sobre los peligrosos efectos del cambio climático global, como los procesos de desertización, las lluvias torrenciales y la elevación del nivel del mar. Una de las posibles consecuencias de las catástrofes asociadas a amenazas naturales y al cambio climático es la afectación de los patrones de movilidad humana. Estamos hablando de un amplio espectro de fenómenos que abarcan procesos internos y transnacionales de migración voluntaria y desplazamiento forzado, así como de situaciones de confinamiento involuntario y reubicaciones planificadas. No es necesario retroceder demasiado en el tiempo para encontrar situaciones de este tipo. Por ejemplo, la intensa ola invernal, vinculada a La Niña, que golpeó al país entre el 2010 y 2011, obligó a numerosas comunidades a abandonar sus hogares, al tiempo que impedía a otras hacerlo. Hasta el momento, este tipo de afectaciones a la movilidad ha permanecido prácticamente invisible a los ojos de las autoridades, de la academia e incluso de la sociedad civil. Algunas de las personas afectadas han sido incluidas en la categoría de damnificados y atendidas a través de la política de gestión del riesgo de desastre, sin que se establezcan medidas específicas para atender sus particulares necesidades. Otras formas de movilidad menos abruptas no han sido atendidas y, en general, no ha habido suficiente discusión sobre los estrechos vínculos entre la movilidad humana, la adaptación al cambio climático, la gestión del riesgo y la necesidad de replantear el modelo de ocupación y desarrollo territorial.
