Quem cuidava do meu grupo de energia era o Pinguelli Rosa. Então, a gente tinha, a cada ano, três, quatro reuniões com vários engenheiros do setor energético. Já próximo de 2002, aparece por lá uma companheira com um computadorzinho na mão. Começamos a discutir e percebi que ela tinha um diferencial dos demais que estavam ali porque ela vinha com a praticidade do exercício da Secretaria de Minas e Energia do Rio Grande do Sul. Aí eu fiquei pensando: acho que já encontrei a minha ministra aqui. Ela se sobressaiu em uma reunião com quinze pessoas. Pela objetividade e pelo alto grau de conhecimentod o setor. Foi assim que ela apareceu no meu governo. As reuniões com Lula ocorriam no Instituto Cidadania, em São Paulo, que ele montou para fazer as vezes de governo paralelo. O físico e engenheiro nuclear Luiz Pinguelli Rosa era a estrela maior, seguido de Ildo Sauer. A missão deles era elaborar a plataforma da área de energia para a campanha presidencial. Em junho de 2001, Pinguelli convidou Dilma a participar. Ela era uma menina tímida no meio de grandes professores , disse Ildo Sauer. Mas toda hora ela puxava aquele computador, que parecia ter tudo, até análise sobre o aço da palheta da turbina. Algumas vezes Dilma levou, como convidado, o engenheiro Luiz Oscar Becker, seu subordinado na secretaria gaúcha. Já separada de Araújo, Dilme e Becker eram namorados. (A ministra não quis comentar sua ligação com Becke.). (...) Olívio Dutra disse que, depois da eleição, o Lula me consultou. Eu falei para ela: Olha, Dilma, o Lula vai te convocar para a transição na área de Minas e Energias te digo que tem mais coisas para tu assumir . O que o Lula viu nela?, perguntei, e Olívio respondeu: Um certo comemento, o fato de ela ter uma visão articulada da área, uma discrição, uma modéstia sem falsidade. Ela com o laptop dela. Está tudo organizado ali. Tem números, elementos, quadros. Ela é sempre afirmativa. Posso ter pesado um pouco na balança naquele momento, mas, da transição para a frente, o mérito é todo da Dilma . (...) Ela contava com o apoio de dois pilares do governo: Antonio Palocci, da Fazenda, e José Dirceu, da Casa Civil. Mas o escândalo do mensalão provocou a queda de José Dirceu. E o caseiro Francenildo dos Santos Costa teve o seu sigilo bancário violado e Palocci saiu do governo. Com o debacle dos dois, em vez de perder poder, Dilma ficou mais forte: Lula a nomeou chefe da Casa Civil. O ministro da Comunicação Social, Franklin Martins, que trabalha no mesmo andar de Gilberto Carvalho, é um dos três ex-guerrilheiros do primeiro escalão, junto com Carlos Minc, do Meio Ambiente, e Dilma Rousseff. Brinquei com Martins dizendo que o governo Lula era o que tinha o maior número de ex-guerrilheiros no mundo. Um dos maiores , ele devolveu, sorrindo. Por que Lula escolheu Dilma para a Casa Civil? Naquele momento, ela tinha conquistado uma confiança muito grande do presidente , respondeu Martins. O Ministério das Minas e Energia não era periférico. Lula sabia que outro apagão seria desastroso. E ela executava, trazia resultados. Lula percebeu que ela fazia as coisas andarem. (...) Quando começaram a circular no governo rumores de que a Petrobras havia descoberto enormes depósitos de óleo no fundo do mar, Clara Ant, assessora especial do presidente, cruzou com a chefe da Casa Civil num corredor do Planalto e lhe disse, entusiasmada: Dilma, você é o nosso pré-sal! . A ministra não entendeu a brincadeira. Clara Ant queria dizer que, pela sua avaliação do xadrez político, Dilma tinha condições de ser uma peça no jogo sucessório, talvez a rainha. A ministra era uma descoberta inesperada e com enorme potencial futuro - um pré-sal político. Os nomes de que Lula dispunha para jogar no tabuleiro sucessório cabiam nos dedos da sua mão. Todos eram ministros e do PT: Marta Suplicy, do Turismo, Tarso Gento, da Justiça, Fernando Haddad, da Educação, e Patrus Ananias, do Desenvolvimento Social. Cada qual tinha sua cota de virtudes e problemas. Marta é mulher e é conhecida nacionalmente, mas foi derrotada por José Serra na eleição para a prefeitura de São Paulo. Tarso foi responsável pela implantação de um dos programas vitoriosos do governo, o ProUni, e assumiu a presidência do PT e pacificou o partido num momento de grande perigo, a crise do mensalão. Mas está à esquerda de Lula e lidera uma das tendências minoritárias do PT. Haddad é jovem, operoso e não tem imagem de político. Mas nunca disputou eleição, não tem trânsito junto ao empresariado nem proximidade com o presidente, além de não dispor de apoio na base principal do PT, São Paulo. Patruz Ananias é sério, mas seu trabalho no governo não deslanchou e é desconhecido fora de Minas Gerais.
