Rumput laut merupakan potensi perikanan yang belum dimanfaatkan secara maksimal. Rumput laut yang dibudidaya di Tarakan dan Nunukan hanya dijual atau dikirim dalam bentuk kering keluar Tarakan dengan Tujuan Surabaya dan Makassar. Rumput laut memiliki nutrisi yang baik untuk kesehatan. Rumput laut kaya akan kandungan serat, mineral, dan vitamin. Rumput laut juga memiliki kandungan keragenan, alginat biopigmen dan bioethanol yang dapat dimanfaatkan dalam berbagai bidang industri pangan, non pangan, tekstil, kosmetik dan obat-obatan. Selain ini adanya komponen bioaktif dalam rumput laut yang memiliki aktivitas biologis seperti antioksidan, antibakteri, dan antidiabet. Pemanfaatan rumput laut di Kota Tarakan maupun Nunukan masih belum optimal. Hal ini dikarena minimnya teknologi dan pengetahuan serta keterampilan nelayan pembudidaya. Perlunya pengembangan pengetahuan dan teknologi untuk dapat meningkatkan nilai jual rumput laut seperti diversifikasi produk rumput laut, pengolahan rumput laut menjadi bahan baku industri kosmetik, farmasi dan lainnya seperti pembuatan Kerageenan, ATC maupun SRC.
