This study investigates the efficiency dynamics of spot and futures electricity markets across a sample of European countries, while taking into account the impact of market couplings. The analysis employs three distinct efficiency measures, namely entropy, Hurst measure, and fractal dimension, to examine the markets of ten different countries. Specifically, entropy is used to gauge the randomness in market prices, while Hurst measure captures the long-term memory of prices, and fractal dimension measures the roughness and irregularity of price series. Our results indicate that these markets display analogous patterns of behavior, with improvements in efficiency observed subsequent to the introduction of structural and regulatory changes, such as market couplings. These findings underscore the potential advantages of market liberalization and energy market integration for both consumers and industry players, thus offering important insights for policy makers in this area.

It aims to discuss future options for enhancing competition and achieving a real European energy market. A common energy market even closer Union characterized by the abolition of any barriers to the four fundamental freedoms. A main barrier for creating an integrated energy market is the lack of electricity interconnections and pipelines between different Member States, between neighbouring regions and regional markets. Insufficient investment and the lack of coordination are the challenge on the path towards interconnected energy markets. Consequently, the security of energy supply of certain Member States is redoubtable. Moreover, the existence of historical monopolies and oligopolies on the majority of national energy market and the presence of vertically integrated companies are further burdens for both market integration and competition. Indeed, competition in the energy markets is stagnating. To intensify cross-border competition, the EU advocates the extensions of cross-border transmission lines and the development of new infrastructures. Although interconnections enhance competition and are a condition sine qua non for a further energetic integration, they do not always increase energy efficiency.

This thesis contributes to the study of the role of some identified obstacles to delay the process of liberalisation and integration of European electricity markets and to impede the achievement of its full benefits, namely increase efficiency and, ultimately, to pass on this efficiency gains to final consumers by lowering prices of electricity. Chapter 1 is a description and analysis of the progress made on European liberalisation and integration of electricity markets, identifying some of the main obstacles found on the path to achieve the Single European Market for electricity and solutions propsed to avoid them, either from the perspective of the EC and from the perspective of economic literature. The concerns considered for this review are related with the main focus of the thesis, market power and concentration. The solutions found on the literature to avoid these obstacles are related with the search for the best market design to be adopted in the Single Electricity Market. Since the Nordic countries constitute an integrated market considered as a success, this example is briefly explained in order to understand which are the main features of this success. The second chapter presents a simulation for the integration of the Iberian wholesale electricity market (MIBEL) in order to study how the exercise of market power will evolve with regional full integration. Following Borenstein and Bushnell (1999), we compare simulated market outcomes on four days of 2004, with no integration and with full integration. The presence of market power is measured using the Lerner Index. The simulation results allow us to conclude that, as expected, market power is lower after full integration. However, even after full integration, market power is still a feature of the market. Therefore, the full benefits of liberalisation and integration are not seized by the consumers, since wholesale prices persist to be higher than the marginal costs. The market participants with more benefits are the Portuguese, both consumers and the incumbent firm. The third chapter's purpose is to assess econometrically the impact on final consumer of mergers between electricity generators and natural gas suppliers. We find evidence that a merger of this type will increase final price of electricity in the market where it occurs. Moreover, as a consequence of the EOn-Rurhas German household consumers pay more 1.8% for the electricity and, in Finland, the Nest-Ivo merger caused an increase of around 2% on prices for household consumers. The answer to the question "should household consumers be concerned if a cross sectorial merger happens" seems to be yes, due to the detrimental effects on final prices.

Ireland has suffered a significant economic downturn, but remains committed to its ambitious energy targets to bring the country towards a low-carbon economy. Ireland's location at the edge of the Atlantic Ocean ensures one of the best wind and ocean resources in Europe, and Ireland has set the ambitious target of producing 40% of its electricity from renewable sources by 2020. Ireland is highly dependent on imported oil and gas. While the push to develop renewable energies is commendable, this will result in an increased reliance on natural gas, as gas-fired power plants will be required to provide flexibility in electricity supply when wind power is unavailable. With two-thirds of Ireland's electricity already coming from gas-fired generation, this poses concerns with regard to gas security, particularly as 93% of its gas supplies come from a single transit point in Scotland. In order to meet Ireland's ambitious renewable targets and improve the island's level of energy security, the country must successfully develop a range of gas and electricity infrastructure projects and market solutions while continuing to integrate its energy markets with regional neighbours. Ireland also has a pro-active energy efficiency policy, including a detailed National Energy Efficiency Action Plan outlining 90 measures and actions to be implemented in order to achieve the target of 20% energy savings in 2020. This review analyses the energy-policy challenges currently facing Ireland, and provides sectoral studies and recommendations for the further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

Does the European Union's Emissions Trading Scheme (ETS) for CO2 emissions “cap and trade” a real resource? Do emissions allowances allocated free to electricity generators have an opportunity cost? And if so, does a levy on the value of these allowances have an opportunity cost? In 2011, Ireland's electricity regulator raised these questions, and answered them “yes”, “yes” and “no”, directing generator companies not to include the carbon revenue levy in their offer prices. Given the current state of the Irish economy, it is understandable that the Irish government would wish to tax electricity generators without imposing additional costs on electricity consumers. However, in March 2012, the Irish Supreme Court overturned the regulation, based on the realisation that the levy is in fact an input into generation and a cost, and that it has an opportunity cost. This case shows that additional costs imposed on producers will pass through to consumers in a competitive market, particularly when the costs are linked to output. Politicians working with - or considering whether to introduce - a cap-and-trade scheme such as the EU ETS need to understand better how market prices react to new costs. Trying to prevent competitive markets from passing through taxes and levies into prices is often bad for competition and bad for efficiency. This paper examines the facts, economics and economic arguments on both sides in a case that demonstrates that regulatory agencies have little or no room to re-define economic terms in ways that suit government policy.

A longstanding goal of the European Union (EU) is to promote efficient trading between price zones via electricity interconnection to achieve a single electricity market between the EU countries. This paper uses a power system model (PLEXOS-EU) to simulate one vision of the 2030 EU electricity market based on European Commission studies to determine the effects of a new interconnector between France and the Single Electricity Market of Ireland and Northern Ireland (SEM). We use the same tool to understand the effects of investment in storage, and the effects of the interaction between storage and additional interconnection. Our results show that both investments in interconnection and storage reduce wholesale electricity prices in France and Ireland as well as reduce net revenues of thermal generators in most scenarios in both countries. However, France is only marginally affected by the new interconnector. Renewable generators see a modest increase in net revenues. The project has the potential for a positive impact on welfare in Ireland if costs are shared between countries and remain below 45 million €/year for the scenarios examined. The owners of the new interconnector between France and SEM see increased net revenues in the scenarios without storage. When storage is included in the system, the new interconnector becomes less profitable.
