Lo scopo del presente volume, non è quello ‒ come potrebbe a prima vista apparire ‒ di parlare, pro o contro che sia, delle associazioni segrete, di quel che furono o che sono; né di solleticare la naturale curiosità del lettore, facendo sfoggio di rivelazioni più o meno piccanti ed assurde, di strane cerimonie, di misteri e che so io. Delle associazioni segrete vi si parla, certamente; anzi esse costituiscono la parte fondamentale del lavoro stesso; e vi si parla con obbiettività di vedute, senza passione e senza preconcetto. Tutto il lavoro, invece, vuol essere il tentativo soltanto di un'opera organica, che, sulla scorta di documenti oramai indiscutibili, e di tradizioni accettate, faccia conoscere ‒ per quanto è possibile in tal genere di lavori ‒ l'influenza che quelle associazioni esercitarono - per imprescindibile necessità delle cose ‒ nella formazione del nostro ambiente politico e morale. E da questo punto di vista, io credo, bisogna considerare le sette. Il Risorgimento d'Italia è stato finora considerato come "una concezione" che ‒ con metodo alquanto sentimentale ed aprioristico ‒ si fa risalire ai più antichi tempi, e che, in un modo o nell'altro, doveva realizzarsi. E, forse, ciò sta bene, pur essendo malinteso spinto di patria. Non sta bene, invece, l'aver trascurato di rilevare il modo come ciò avvenisse; voglio intendere quella rivendicazione di noi stessi e quella preparazione che, sorta e mantenuta costante dall'intenso e continuo lavorio delle sette, è stata invece, dalla storia ufficiale, considerata come una virtuosa prerogativa insita negli italiani. E se è dato così un grosso frego alla vera storia d'Italia; storia non breve d'acquiescenza al servaggio, e d'incoscienza e di negazione di quell'italianità, che le sette dovevano svegliare e formare. Sì, è vero; con elegante e poetico gesto d'uomo altero ed indipendente, Ugo Foscolo ebbe ad esclamare: "A rifare l'Italia bisogna disfare le sette. Potrebbe, se non disfarle, reprimerle il ferro straniero; ma allo straniero gioverà prima istigarle, onde più sempre signoreggiare per mezzo d'esse l'Italia". E in questo senso lo straniero non lo voleva detto; anzi ci fu un momento che, come la Francia, anche l'Austria s'illuse d'esser riuscita nella bisogna. Eppure furono sempre le sette, accarezzate o non, che ostacolarono in tutti i modi la mala signoria straniera. "Le sette amano l'ozio scioperatissimo, e gridano pace; tendono a divorarsi fra loro, e provocano sempre il ferro dello straniero. E se alcune di loro bramano, o mostrano di bramare, la pubblica libertà, vorrebbero sempre dominare sole sugli altri". E, fino ad un certo punto, anche questo è ben detto; ma certamente il Foscolo non avrebbe ciò affermato, se, più che preoccuparsi dei singoli casi e degli individui, avesse considerato tutto quel movimento collettivo di rivendicazione e di preparazione, che, dal secolo XVIII, infondendo nelle fibre esaurite degli italiani sangue nuovo e nuovo ardimento, li rifece uomini. Ed era movimento derivato dalle sette, e tramandato di generazione in generazione nel simbolo misterioso delle sette. Eppure, le parole del Foscolo ebbero fortuna, e tutti i pappagalli d'Italia, come ben disse il Carducci, le ripeterono ai quattro venti, senza saper che si dicessero. Era una finzione come un'altra, e, purtroppo, di finzioni non manca la storia del nostro Risorgimento. (Oreste Dito)

When Austrian soldiers first set foot in Lombardy-Venetia in October, 1813, they were greeted everywhere as liberators and friends. In the spring of 1815, when Joachim Murat's efforts to establish a united Italy ended in miserable failure and when the Habsburgs announced the main features of the regime they intended to establish in their Italian provinces, the Venetians were still strongly pro-Austrian, but considerable anti-Habsburg feeling had developed among the Lombards. This carefully documented study of the first two years of Austrian reoccupation of Lombardy-Venetia examines all aspects of the Habsburg provisional regimes and draws some conclusions about the reasons for the different attitudes in the two provinces. In detailed sketches of the provisional governments of Venetia (Chapter I) and Lombardy (Chapter II) and an examination of Austrian economic policies and practices in both provinces (Chapter III), the author shows that although the governments of the two provinces shared many common traits, they differed in a number of significant ways. Actually, Venetia was much less efficiently governed than Lombardy; and the Lombards enjoyed at least a small measure of self-administration that was largely denied the Venetians. The Lombards were much more prosperous than their neighbors, yet they paid much less in taxes and were exempt from most of the burdensome military requisitions that the Austrians inflicted on the Venetians. In spite of these advantages, the relatively small nationalist movement in Austria's Italian provinces was almost entirely confined to Lombardy. The author examines public opinion in Lombardy-Venetia about liberal intrigues (Chapter IV); the relationship of secret societies to liberalism (Chapter V); the Brescian-Milanese conspiracy (Chapter VI) and the Austrian handling of that affair (Chapter VII); and the fiasco of Joachim Murat's "War of Italian Independence" (Chapter VIII).
