Permasalahan yang dikaji dalam buku ini terinspirasi oleh hasil penelitian sebelumnya yang dilakukan oleh penulis dengan teman sejawat peneliti yang lain yang memfokuskan kajiannya pada permasalahan yang dihadapi masyarakat adat dalam pengelolaan sumberdaya alam sejak tahun 1996 sampai 2008. Penelitian Pertama, dengan judul “Dampak Undang-Undang Pemerintahan Desa Terhadap Hak-hak Masyarakat Adat di Indonesia (Studi Kasus Pada Masyarakat Adat di Irian Jaya, Kalimatan, Pulau Tual, Pulau Haruku, dan Nusa Tenggara Timur)”, yang didanai oleh Lembaga Studi dan Hak Asasi Manusia (ELSAM) dan USAID, (1996). Kedua, penelitian dengan judul “Penguatan Kelembagaan dan Hukum Masyarakat Adat Tengger Dalam Pengelolaan Sumber Daya Alam Berkelanjutan” didanai oleh LIPI dan MENRISTEK melalui program penelitian Riset Unggulan Terpadu, (1999-2001). Ketiga, penelitian berjudul Perlindungan Hukum Sistem Kearifan Lokal Dalam Pengelolaan Sumber Daya Alam Guna Mencapai Kedaulatan Pangan (Studi Kasus Pada Masyarakat Adat Tengger Desa Ngadas Kecamatan Poncokusumo Kabupaten Malang) yang didanai oleh Program Research Grant I-MHERE Universitas Brawijaya (2008). Hasil Penelitian tersebut menunjukkan bahwa keberadaan sistem hukum nasional yang sentralistik, hegemonik, ambivalen, dan sangat represif terhadap masyarakat adat telah menempatkan mereka pada posisi yang kalah, tersisih bahkan teralienasi dalam pergulatan memperebutkan kuasa hak atas pengelolaan sumberdaya alam. Melalui rangkaian penelitian yang panjang tersebut (1999-2009), peneliti kemudian ingin mengeksplorasi dan menganalisis lebih lanjut keberadaan politik hukum ketahanan pangan nasional, keberadaan sistem kearifan lokal masyarakat adat, khususnya masyarakat Adat Tengger Ngadas dalam pengelolaan sumber daya alam serta hambatan dan tantangan yang dihadapinya, khususnya dalam mewujudkan keadaulatan pangan dalam sebuah disertasi. Akumulasi hasil penelitian tersebut, digunakan sebagai dasar pijakan untuk merekonstruksi poltik hukum ketahanan pangan nasional agar memilki basis yang kuat pada sistem kearifan lokal masyarakat adat.
