Tentunya masa transisi tersebut harus diikuti dengan adanya masyarakat yang bisa adaptif dengan perubahan. Beberapa permasalahan dalam masyarakat transisi ini adalah gaya hidup dan kemiskinan yang berjalan beriringan. Menjadi tanggung jawab semua stake holder terkait dengan dilema yang dihadapi pada masa transisi ini.
