Anders is de vraag hoe burgers op basis van 'eigen kracht', zelfverantwoordelijkheid en ervaringsdeskundigheid te betrekken bij de hulpverlening.Nieuwe wetten en beleid introduceerden de huidige paradigmawisselingen in de sociale sector. Professionals krijgen er nieuwe rollen door. In plaats van de 'helpers' van weleer zijn zij nu degenen die burgers faciliteren om waar mogelijk zelfwerkzaam en zelfredzaam te worden. Waar zij zich vroeger lieten leiden door de beperkingen van de cliënt appelleren zij nu aan zijn mogelijkheden. Een vraaggerichte werkwijze waarin de vragen en behoeften van de cliënt leidend zijn, vervangt het aanbodgerichte werken. Nieuwe vormen van indiceren, een andere inzet van voorzieningen en het betrekken van informele naast formele netwerken vinden hun weg in deze beroepspraktijk. Hoe deze nieuwe werkvormen in te zetten bij problemen en vragen op het gebied van financiën (uitkeringen, problematische schulden), arbeid wonen en voorzieningen is de centrale vraag van dit boek.

Uitgaansvergunningen en penitentiair verlof laten aan veroordeelden tot een vrijheidsstraf toe om – soms na vele jaren – voor het eerst de gevangenis te verlaten, de banden met significante anderen te versterken of terug op te bouwen en hun reclassering meer concreet vorm te geven. Het zijn de eerste en vaak cruciale stappen in de richting van invrijheidstelling. Hun belang staat in schril contrast met de weinige aandacht die ze krijgen. Zowel in termen van beleidsaandacht als qua onderzoek bleven de uitgaansvergunning en het penitentiair verlof tot hiertoe een donkere vlek in de strafuitvoering. Dit boek brengt daar verandering in. In dit verzamelwerk belichten professionals en onderzoekers deze modaliteiten sinds de invoering van de externe rechtspositieregeling van 2006. De bijdragen in dit boek verduidelijken hoe diverse actoren en organisaties betrokken zijn bij de voorbereiding op en/of besluitvorming over uitgaansvergunningen en penitentiair verlof en welke overwegingen spelen bij het beslissen over beide modaliteiten. Daarnaast identificeren de bijdragen in dit boek ook meerdere hete hangijzers over uitgaansvergunningen en penitentiair verlof. Les permissions de sortie et les congés pénitentiaires constituent pour les personnes condamnées à une peine privative de liberté une première occasion de quitter la prison, parfois après de nombreuses années passées en détention. Ces sorties temporaires leur permettent de renforcer ou renouer des liens avec leurs proches ainsi que de concrétiser certaines démarches en vue de leur réinsertion. Il s’agit d’une première étape, souvent cruciale, vers la libération. Leur importance contraste avec le peu d’attention qui leur est accordé. Aussi bien au niveau politique que scientifique, les permissions de sortie et les congés pénitentiaires demeurent dans l’ombre du régime d’exécution des peines. Ce livre entend y remédier. Des chercheurs et praticiens nous éclairent sur ces modalités depuis l’entrée en vigueur de la loi sur le statut juridique externe de 2006. Les contributions expliquent comment et en quoi divers acteurs et instances sont impliqués dans la préparation et/ou la procédure d’octroi de ces sorties temporaires, ainsi que ce qui entre en considération lors de la prise de décision concernant ces deux modalités. Les contributions soulignent aussi les nombreux enjeux liés aux permissions de sortie et aux congés pénitentiaires.

Medieval manuscripts resisted obsolescence. Made by highly specialised craftspeople (scribes, illuminators, book binders) with labour-intensive processes using exclusive and sometimes exotic materials (parchment made from dozens or hundreds of skins, inks and paints made from prized minerals, animals and plants), books were expensive and built to last. They usually outlived their owners. Rather than discard them when they were superseded, book owners found ways to update, amend and upcycle books or book parts. These activities accelerated in the fifteenth century. Most manuscripts made before 1390 were bespoke and made for a particular client, but those made after 1390 (especially books of hours) were increasingly made for an open market, in which the producer was not in direct contact with the buyer. Increased efficiency led to more generic products, which owners were motivated to personalise. It also led to more blank parchment in the book, for example, the backs of inserted miniatures and the blanks ends of textual components. Book buyers of the late fourteenth and throughout the fifteenth century still held onto the old connotations of manuscripts—that they were custom-made luxury items—even when the production had become impersonal. Owners consequently purchased books made for an open market and then personalised them, filling in the blank spaces, and even adding more components later. This would give them an affordable product, but one that still smacked of luxury and met their individual needs. They kept older books in circulation by amending them, attached items to generic books to make them more relevant and valuable, and added new prayers with escalating indulgences as the culture of salvation shifted. Rudy considers ways in which book owners adjusted the contents of their books from the simplest (add a marginal note, sew in a curtain) to the most complex (take the book apart, embellish the components with painted decoration, add more quires of parchment). By making sometimes extreme adjustments, book owners kept their books fashionable and emotionally relevant. This study explores the intersection of codicology and human desire. Rudy shows how increased modularisation of book making led to more standardisation but also to more opportunities for personalisation. She asks: What properties did parchment manuscripts have that printed books lacked? What are the interrelationships among technology, efficiency, skill loss and standardisation?
