Just as it is important to appreciate what this publication is designed to do, it is equally important to understand what this publication does not seek to do. It does not attempt to provide a solution to current strategic problems, nor is it concerned with details of current American strategy. MCDP 1-1 does not assume that war and military strategy are exclusively a matter of international or interstate behavior, and the concepts discussed in it are not limited to any particular kind of warfare or level of conflict. Nor does Strategy prescribe any particular strategy, any particular process for the making of strategy, or any specific techniques and procedures for handling military forces. It is meant to educate the mind of future commanders or, more accurately, to guide them in their self education, not to accompany them to the battlefield.

Marine Corps Doctrinal Publication (MCDP) 1-2, Campaigning 1 August 1997 Tactical success in combat does not of itself guarantee victory in war. What matters ultimately in war is strategic success: attainment of our political aims and the protection of our national interests. The operational level of war provides the linkage between tactics and strategy. It is the discipline of conceiving, focusing, and exploiting a variety of tactical actions to realize a strategic aim. With that thought as our point of departure, this publication discusses the intermediate, operational level of war and the military campaign which is the vehicle for organizing tactical actions to achieve strategic objectives. MCDP 1-2 supersedes Fleet Marine Force Manual (FMFM) 1-1, Campaigning, of 1990. MCDP 1-2 retains the spirit, scope, and basic concepts of its predecessor. MCDP 1-2 further develops and refines some of those concepts based on recent experiences, continued thinking about war, and the evolving nature of campaigning in the post-Cold War world. The new version of Campaigning has three significant additions: an expanded discussion of the linkage between strategic objectives and the campaign, a section on conflict termination, and a section titled "Synergy" that describes how key capabilities are harmonized in the conduct of a campaign to achieve the strategic objective. These additions have been derived from the development of the other doctrinal publications in the MCDP series and joint doctrine.

MCDP 1 WARFIGHTING Since Fleet Marine Force Manual 1, Warfighting, was first published in 1989, it has had a significant impact both inside and outside the Marine Corps. That manual has changed the way Marines think about warfare. It has caused energetic debate and has been translated into several foreign languages, issued by foreign militaries, and published commercially. It has strongly influenced the development of doctrine by our sister Services. Our current naval doctrine is based on the tenets of maneuver warfare as described in that publication. Current and emerging concepts such as operational maneuver from the sea derive their doctrinal foundation from the philosophy contained in Warfighting.
