Over the course of the twentieth century, Sweden carried out one of the most ambitious experiments by a capitalist market economy in developing a large and active welfare state. Sweden's generous social programs and the economic equality they fostered became an example for other countries to emulate. Of late, Sweden has also been much discussed as a model of how to deal with financial and economic crisis, due to the country's recovery from a banking crisis in the mid-1990s. At that time economists heatedly debated whether the welfare state caused Sweden's crisis and should be reformed—a debate with clear parallels to current concerns over capitalism. Bringing together leading economists, Reforming the Welfare State examines Sweden's policies in response to the mid-1990s crisis and the implications for the subsequent recovery. Among the issues investigated are the way changes in the labor market, tax and benefit policies, local government policy, industrial structure, and international trade affected Sweden's recovery. The way that Sweden addressed its economic challenges provides valuable insight into the viability of large welfare states, and more broadly, into the way modern economies deal with crisis.

This report defines the social exclusion process by examining long-term unemployment and educational deficiencies in Europe and assessing the scope and effectiveness of the steps taken by the governments concerned to deal with the problem. Chapter I looks at education and prolonged unemployment in six countries that reflect the range of European experience--Belgium, France, Portugal, Spain, Sweden, and the United Kingdom. Chapter II considers the countries individually from the point of view both of the extent of long-term unemployment and of the steps taken to limit its effects. Chapter III outlines the main features of long-term unemployment, while chapter IV reviews the types of measures introduced in the different countries and assesses the impact of national policies. Chapter V looks at the problems associated with lack of education and training and with illiteracy, chapter VI sets the problems in the context of the labor market, and chapter VII in that of economic policy options. The final chapter discusses the relationship between educational deficiencies and long-term unemployment. The emergence of the permissive society in Sweden has brought growing participation in intellectual, physical, vocational, and citizenship activities as well as a rise of negative and destructive phenomena. At the same time, youth unemployment has risen as employment in the manufacturing industries and the private sectors of the economy has declined. Measures instituted to ameliorate the unemployment problem include granting government subsidies to employers who hire and train young workers, increasing and facilitating access to education, and increasing the capacity of the employment service to handle placement and counseling. Part two of the book comprises a brief discussion of youth unemployment in Denmark, including a profile of the typical unemployed youth, a description of some experimental Danish schools, and suggestions for the future.
