Over the past forty years, rent control has been a feature of housing in Ghana. This study focuses on the housing market in Kumasi, the second largest city in Ghana. The authors examine the characteristics of rent control in force there, and assess the costs and benefits of rent control, on landlords and tenants alike. These controls have been successful in ensuring that housing is very inexpensive for most households, in both absolute terms and in proportion of income devoted to rent. Because of these controls, landlords have been deprived of economic returns from their property. Therefore, they have tended to withdraw stock from renting to use for their own family members and to reduce maintenance. Rent control is not the only constraint on the housing market in Kumasi or in Ghana. This study also describes other supply side and regulatory constraints, including those affecting land, finance, and choice of building design and materials. A number of options for relaxation (decontrol) are studied with the aid of a simple present value model. Along with decontrol of new construction it is recommended that floating up and out of controls over a period of about 5 years, should be considered, along with policy changes to ensure ready supplies of land, finance, and building materials. Finally, building a political consensus behind decontrol is not independent of but is more important than the technical means chosen for decontrol or relaxation.

First Published in 2004. Housing policies and programmes tend to result from political expediency, rather than a rational and informed analysis of the situation and the demands of individual households for housing. Housing the Poor in the Developing World aims to show how methods of analysis can be used to improve efficacy and equity in housing projects and policies, with analysis designed for local circumstances. This book is aimed at satisfying the need to bring together methods of analysis from several disciplines which can be applied to housing. Each method is presented and illustrated with a case study to show how it can be used to inform housing policy in a wide range of countries in all parts of the developing world.

Cost Benefit Analysis written by Harry F. Campbell and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-07-30 with Business & Economics categories.

A social cost-benefit analysis of a proposed publicly funded project, or public policy change, may be commissioned by a municipal, state or federal government, by a government aid agency, or by an international. Proponents of a private project which has significant social impacts may also commission an economic analysis of this type. The key economic questions of any social cost-benefit analysis are: do the benefits of the project exceed the costs, no matter how widely costs and benefits are spread? And which group or groups of individuals benefit and which bear the costs? This book addresses these questions with an emphasis on putting the theory into practice. The book has several unique features: readers are encouraged to develop their own skills by applying the tools and techniques of cost-benefit analysis to case studies including a project which is developed through the book; the use of spreadsheets is emphasised which is invaluable in allowing readers to test variables and cross-check the accuracy of their economic appraisal; and a dedicated chapter provides guidance on writing up a report which completes the analysis. An appendix lists additional case studies which can be developed in class or as additional projects. Each chapter contains exercises and suggestions for further reading. This book is an ideal text for a course on cost-benefit analysis where the emphasis is on practical applications and teaching students to conduct their own analysis. Rent control, the governmental regulation of the level of payment and tenure rights for rental housing, occupies a small but unique niche within the broad domain of public regulation of markets. The price of housing cannot be regulated by establishing a single price for a given level of quality, as other commodities such as electricity and sugar have been regulated at various times. Rent regulation requires that a price level be established for each individual housing unit, which in turn implies a level of complexity in structure and oversight that is unequaled.Housing provides a sense of security, defines our financial and emotional well-being, and influences our self-definition. Not surprisingly, attempts to regulate its price arouse intense controversy. Residential rent control is praised as a guarantor of affordable housing, excoriated as an indefensible distortion of the market, and both admired and feared as an attempt to transform the very meaning of housing access and ownership. This book provides a thorough assessment of the evolution of rent regulation in North American cities. Contributors sketch rent control's origins, legal status, economic impacts, political dynamics, and social meaning. Case studies of rent regulation in specific North American cities from New York and Washington, DC, to Berkeley and Toronto are also presented. This is an important primer for students, advocates, and practitioners of housing policy and provides essential insights on the intersection of government and markets.

The resurgence of interest in rent control has generated public controversy over key questions: Is rent control a viable way to deal with the problems of housing shortages and inflationary costs? Under what circumstances? What methods of regulation are most appropriate and effective in a range of local housing conditions? This comprehensive handbook provides essential information for the on-going debate: a careful analysis of historical precedents; an overview of the conceptual issues, including the benefits, disadvantages, and broader economic consequences of rent control; and an in-depth study of the realities of implementing legislation and operating a rent control system. Empirical evidence from three case studies—Boston, New York, and Fort Lee, New Jersey—is combined with summary data from over 100 other jurisdictions to represent the range of rent control mechanisms.
