The Army's training environment is hostile, and individual and collective training levels are not what they could and should be. Rather than debate the issue, the Army needs to develop and implement an objective training readiness measure (OTRM). It it doesn't, it may be forced to adopt one that does not properly meet its needs. An OTRM must be simple, not an excessive burden on trainer's time and address the impact of skill retention decay and personnel turbulence. To meet the data needs and apprehensions of commanders and key decision makers at all levels of the Army, an OTRM must reflect training status and not replace current evaluation procedures with a proficiency test approach. Job Books (JBs), Soldier's Manuals (SMs), and Army Training and Evaluation Programs (ARTEPs) offer a basis for establishing individual and collective training requirements, the last date of demonstrated GO/SAT performance, and the resulting 'gap'. With some modification and expansion, Job Books can be developed into total individual and collective training records. Recent computer hard and software developments offer a means of processing Job Book recorded data into a usable AR 220-1 training readiness reportable format. All this provides a 'Model-T' OTRM system. Initially, the OTRM proposed here would supplement the commander's current AR 220-1 subjective training status evaluation. Eventually it would replace it, and become a true objective measure of training readiness. (Author).

"This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. This research puts the costs and benefits of Army service into a social accounting framework. The traditional budget cost and defense readiness perspective is expanded to account for joint product effects of Army service. The analysis concentrates on Army personnel and training programs, noting that the value of military experience and training in the civilian sector is a major area in which the social value of Army service is likely to exceed the private value. The social value of certain forms of unit training and exercises is scrutinized to detect potential structural changes that yield additional social benefits. The analytical framework developed helps the Army to better understand the true social costs and benefits of its personnel and training programs; to choose ways of achieving a given level of military readiness that produces the greatest net social value; to articulate to Congress the social value, in addition to the military readiness value, of some of its programs, thus producing more informed decisions concerning defense and non-defense uses of taxpayer resources; and to explain to potential recruits and to the taxpayer the value of some Army programs to other sectors of the economy. This report explores the quality of U.S. enlisted personnel in the first term of service. The measure of quality in the report extends the customary definition of quality-i.e., high school diploma graduate and scoring in the upper half on the Armed Forces Qualification Test (AFQT)-to include performance as indicated by speed of promotion during the first term. We find that a large amount of information about a service member's quality is revealed during the first term. Our research suggests that future assessment of personnel quality and of policies that affect quality should employ measures of quality that reflect both entry-level measures and performance in service. According to the measure of quality developed in the report, the services retain higher-quality members although they tend to lose members with higher AFQT scores. The report was prepared under the sponsorship of the Office of Under Secretary of Defense for Personnel and Readiness. The research was conducted within the Forces and Resources Policy Center of RAND's National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the unified commands, and the defense agencies.

In January 2018, the Department of Defense began the new blended retirement system for military members which includes an investment matching program in addition to a reduced pension at 20 years of service. This new system requires a forward thinking financial decision from a young population of Americans who may not possess substantial financial knowledge and experience to make an educated long term decision. The study examines the financial literacy of two groups of young enlisted Air Force members separated by two years experience in the service to determine if any significant changes in financial literacy occur through time and education in the military. The findings show a statistically significant difference in financial literacy between new recruits and two year airmen as measured by the Test of Financial Literacy and a subset of questions that measure knowledge of savings and investment. Subjective analysis shows poor financial knowledge and practices overall and is cause for concern regarding the readiness of young Airmen to decide about the matching program. This result contributes to a greater understanding of how little typical high school graduates in America know about personal finance and the positive effect of experience in the marketplace. The conclusions help curriculum designers gain understanding of how financial literacy changes through the early years of an Air Force enlisted career. Recommendations are included to provide better training systems to the youngest members of the military who must decide about investments at such an early stage in their career.
