Am Potsdamer Platz wird man durch ein Schriftlaufband an der ‚ersten intelligenten Haltestelle Deutschlands‘ begrüßt, während man dort steht und auf den Bus wartet und sich per ,Touchscreen‘ über Sehenswürdigkeiten und die letzten Fußballergebnisse informieren oder noch schnell eine E-Mail ‚absetzen‘ kann. Aktuelle sozialwssenschaftliche und entwicklungspsychologische Konzepte verstehen das Kind als ‚Konstrukteur‘ seiner eigenen Umwelt. Von Beginn seiner Entwicklung an wendet sich das Kind aktiv seiner Umgebung zu und untersucht sie mit den ihm zur Verfügung stehenden Mitteln. Diese sind abhängig von den Handlungsmöglichkeiten des Kindes und damit von seiner räumlichen und sachlichen Umwelt. Ich mochte in dieser Arbeit untersuchen in wie weit es notwendig ist, dass Kinder und Jugendliche durch bestimmte Primärerfahrungen, die erst die Einordnung von Medieninhalten ermöglichen, und durch die erfolgreiche Förderung von „Medienkompetenz“ zu „kritischen Rezipienten“ werden, die ihren Weg durch den Mediendschungel eigenständig, selbstbewusst und emanzipiert finden können. Die technische Reproduzierbarkeit von Bild und Ton prägt die Nachricht und verändert die Wahrnehmung von Raum und Zeit. Wie wir denken, reden und handeln wird von den Medien bestimmt. Der Begriff der „Medienkompetenz“ wird in meinen Untersuchungen eine Schlüsselrolle spielen. Will man mitreden, so ist es zwingend erforderlich, ständig auf dem neuesten Stand zu sein. Tut man dies nicht, gerät man schnell ins Abseits. Für eine moderne Demokratie sind freie Medien sogar unabdingbar, denn sie haben wichtige Aufgaben zu erfüllen.

Der vorliegende Forschungsbericht stellt die Ergebnisse des im September 1996 von der Landesanstalt für Rundfunk Nordrhein-Westfalen (UR) ausge schriebenen Projektes "Medienbezogene Problemwahmehmungen von Erzie l herinnen im Kindergarten" dar . Im Rahmen dieses Projektes waren gemäß Ausschreibungstext im Hinblick auf die im Titel angerissene Problemstellung insbesondere die folgenden Leitfragen zu beantworten: Wie nehmen Erzieherinnen in den Kindergärten die auf den Medien konsum der Kinder bezogenen Probleme wahr? Welche Kenntnisse haben Erzieherinnen hinsichtlich des auf die Kinder einwirkenden Medienangebots? Welche auf Medienfragen bezogenen Qualifikationen haben sie? Welche medienpädagogischen Konzepte und Methoden sind ihnen bekannt bzw. stehen ihnen zur Verfügung? Die Basis entsprechender empirischer Studien bzw. Projektarbeiten sollte zum einen eine Bestandsaufnahme aktueller medienpädagogischer Konzepte bilden. Zum anderen waren die Ergebnisse der Studie von Höltershinken und Mitarbeitern (publiziert z. B. von Höltershinken, Kasüschke & Sobiech, 1989), die bereits etwa zehn Jahre zuvor die Situation der Medienerziehung in den Kindergärten Nordrhein-Westfalens beleuchtet hatten, sowie Erkenntnisse zu Mediennutzung und -rezeption von Vorschulkindern wie auch das Fortbil dungsangebot für Erzieherinnen zu berücksichtigen. Und schließlich war An dieser Stelle möchten wir uns sehr herzlich bei Frau Dr. Dagmar Schütle von der UR für ihre äußerst kooperative und engagierte Projektbetreuung bedanken. Ferner gilt unser Dank allen Mitarbeiterinnen und Mitarbeitern, die am Projekt mitgewirkt haben: Kerstin Adolf, Sissi Artmann, Hanno Ebsen, Karin Knop, Sonja Lange, Stephan Leciejewski, Sonja Pohle, Marcus Sauennann und Stefanie Schönborn. This paper describes how one New York City school district uses staff development to change instruction system-wide, discussing the role local school districts play in systemic school improvement and the role of professional development in connecting reform policy to classroom practice. The paper emphasizes the district's sustained attention to school improvement through professional development. The district's improvement strategy includes: (1) a set of organizing principles about the process of systemic change and the role of professional development in that process and (2) a set of specific activities that emphasize system-wide improvement of instruction. Its staff development has distinctively organized professional development models. Organizing principles include: focusing only on instruction; viewing instructional change as a long, multi-stage process; sharing expertise to drive instructional change; emphasizing system-wide improvement; working together to generate good ideas; setting clear expectations, then decentralizing; and promoting collegiality, caring, and respect. Specific professional development models include the professional development laboratory; instructional consulting services; inter-visitation and peer networks; off-site training; and oversight and principal site visits. This project's professional development is kept visible in the district budget, with the district committed to spending a specific proportion of the budget as an expression of the priority it places on professional development. The district uses multi-pocket budgeting to support this effort (orchestrating multiple sources of revenue around one priority to produce maximum revenue for that purpose). Four appendixes present sample agendas, schedules, and forms and a description of one program. (SM)
