The study of the Neolithic transition constitutes a major theme in prehistoric research. The process of economic change, from foraging to farming, involved one of the main transformations in human behavior patterns. This volume focuses on investigating the neolithization process at the periphery of one of the main routes in the expansion of the Neolithic in Europe: the Western Mediterranean region. Recent advances in radiocarbon dating, mathematical and computational models, archaeometric analysis and biomolecular techniques, together with new archaeological discoveries, provide novel insights into this topic. This is the first comprehensive analysis of the Union for the Mediterranean (UfM), launched in 2008 amid great controversy within the European Union. Affected from the start by negative fallout from the failure of Middle East peace initiatives, its inadequacies have been underlined by the popular movement for regime change in the Arab world. Leading experts provide here the first integrated analysis of the significance and shortcomings of the UfM. Beginning with critical questioning of the motives and institutional logics informing this venture, the collection proceeds to analyse its key actors, as well as major policy dossiers such as energy and development. The book explains how and why an initiative aiming to depoliticize Euro-Mediterranean relations in fact proved wide open to political discord, bringing huge disruption to UfM activity. While some aspects are found to have merit, the volume is critical of the way in which EU Mediterranean policy became driven by a narrow range of national interests, lost sight of the political objectives of the preceding Barcelona Process and became overwhelmingly bilateral in approach, at the expense of more ambitious region-building efforts. It concludes by highlighting the need to reform the EU Mediterranean policy framework in the light of the Arab uprisings of 2011. This book was published as a special issue of Mediterranean Politics.

In 1995, the EU 15 and twelve Mediterranean states concluded the Euro-Mediterranean Partnership. This agreement involves cooperation in political, economic and cultural matters. It aims at creating a common area of peace, stability and prosperity. This study discusses the concept of the EU as a 'normative' actor and questions its validity. In doing so, it relies on a neo-realist analysis. Democracy promotion, Euro-Mediterranean trade relations and migration are policy areas which, each for its own reasons, deserve special attention in the framework of the Barcelona process. This paper reviews the reality of Euro-Mediterranean relations and compares them with official EU documentation to demonstrate that the concept of the EU as a benign 'normative' actor suffers from severe shortcomings.

The Eastern Mediterranean is once again in turmoil; in addition to proxy wars (in Syria and Iraq) and the occupation of Cyprus, there is no president or functioning government in Lebanon, which is also in the midst of an open conflict with Israel in the south. Furthermore, Turkey is threatening its neighbours, Israel is faced with daily security issues, the Sinai Peninsula is no longer safe, the refugee problem is adding to the region’s woes, and the rule of international law is being increasingly violated. The arrival in the region of a new powerful world player, Russia, and of an indomitable regional player, Iran, has further upset the balance in the Eastern Mediterranean. The economies of the region are also confronted with serious problems. Greece and Cyprus are under Troika supervision, even if Cyprus’s program is, in theory, ending soon. The Egyptian economy is failing to meet its potential, with its per capita GDP stuck at the bottom of the international rung. Even the Turkish economy is showing signs of fatigue with the value of the Turkish lira against the dollar taking a nosedive and the Russian embargo beginning to bite. Israel is doing better than its neighbours, but continues to carry a heavy defence burden. However, the region has a habit of bouncing back, and newly discovered energy reserves are now giving the Eastern Mediterranean hope. If properly handled, energy can help unite the countries in the region and turn the Eastern Mediterranean into a peaceful and harmonious network. There are, however, two main obstacles that must be overcome, namely the Palestinian problem and the occupation by Turkey of 37% of Cyprus’ territory. Syria would also need to take the path to peace, free of terrorism and violence. Working together on energy resources would help countries of the Eastern Mediterranean see their neighbours as natural allies rather than as antagonists and proxies of some foreign power. This book proposes the creation of a High Energy Authority that would enable all countries in the region to exploit their energy reserves together. This concept would create economic advantage and reduce conflict and hegemonic dependence.
