Of all the Mediterranean regions Egypt alone offers a dry, settled, and genial climate in winter. The traveller on the Eastern Mediterranean who wishes to avoid extremes of cold and heat should make his first stay at Cairo in January or February, start for the Syrian coast at the end of February or early in March, proceed to Palestine and Damascus after March has commenced, and visit Asia Minor and Greece in April, and Constantinople and the Black Sea in May. In autumn, from the end of September onwards, the above order should be reversed. Plan of Tour. The traveller is advised to draw up a careful programme of his tour before starting. All the places described in the Handbook may be reached by steamer, or partly overland, at any time of the year, but during the winter season (from about the end of October to the middle of May) much greater facilities are offered by excursion-steamers, circular tickets, and combined tickets. American travellers may sail direct from New York or Boston to some of the Mediterranean ports. Travellers from Great Britain may start from London, Liverpool, Southampton, or Dover, or if they dread a long sea-voyage may proceed overland to Marseilles, to Genoa, to Naples, to Brindisi, to Venice, or to Trieste, and begin their Mediterranean tour from one of these points. Some may prefer the overland route to Spain and Gibraltar, while others again may find it more convenient to travel all the way to Constantinople (Orient Express), to Constantza (Ostend-Vienna Express), or to Odessa (viâ Vienna and Cracow) by railway, and thence explore the Mediterranean from east to west. The railway routes will be found in ‘Bradshaw’s Continental Railway Guide’ or in the German ‘Reichskursbuch’. For the ‘trains de luxe’ services tickets must be obtained from the International Sleeping Car Co. (London, 20 Cockspur St., S.W.; Paris, 3 Place de l’Opéra; New York, 281 Fifth Ave.; Berlin, 69 Unter den Linden). For the sea-routes, see p. xvii; for particulars application should be made to the various companies or their handbooks consulted. Excursion, circular, and combined tickets are issued by Messrs. Thos. Cook & Son, Ludgate Circus, and by other tourist-agents. It may be noted here that the ‘pleasure-cruises’ organized by many of the companies offer great attractions at moderate cost, but at the almost entire sacrifice of personal independence, while the fellow-passengers with whom one is associated for weeks may not always be congenial. As a general rule it is pleasanter and less expensive to travel with one or more companions than alone. Apart from hotel charges and railway and steamboat fares, the cost for two or three persons is often no greater than for one. Moreover, when off the beaten track the traveller thus escapes from monotonous and monosyllabic conversation with native guides or drivers, and in case of illness or accident he is far more certain of obtaining assistance and relief. The most useful language in most parts of the Mediterranean is French. In Portugal, Madeira, and the Canary Islands English is much spoken, in Egypt it is the leading language. Italian is very useful in Tunisia, on the coast of Tripolitania and Barca, in Malta, throughout the Levant, in Greece, and at Constantinople. On the other hand a slight knowledge of Arabic will be found most useful throughout the whole of N. Africa, from Morocco to Egypt, and in Palestine and Syria. Some Hints on Health may be of advantage to the inexperienced traveller from the north. As a rule an overcoat or extra wraps should be put on at sundown, though they may often be dispensed with an hour or two later. When heated with walking the traveller should not rest in the shade. In hot climates like those of Egypt and the Sahara he should never remove his pith-helmet or other headgear in the sun. Grey spectacles or grey veils shield the eyes alike from the glare of the sun and from dust. Sunshades also are very desirable in hot weather. As a rule it is advisable to stay within doors during the heat of the day. On the other hand many places on the Mediterranean are cold in winter, Lower Egypt and Cairo being no exceptions. Steamboat passengers, too, will generally find warm clothing very desirable between October and the middle of May. An extra coat or shawl should be donned in museums, churches, mosques, and other buildings with stone pavement, as the air is often very chilly. When engaging rooms visitors should insist on a southern aspect, which is almost essential for the delicate and highly desirable for the robust. In every case, especially if the rooms do not face due south, they should have a fireplace or else central heating. In the Mediterranean regions, where many of the plainer hotels have stone or brick floors, carpets are essential to comfort.

This study analyses the presence of American ships, merchants, and interests in the Mediterranean region in the first decades following the independence of the United States, and seeks to understand whether or not the English, Dutch, Scandinavians, and Americans invaded the region and its shipping industry in the eighteenth and nineteenth centuries. It considers the following topics: the benefit of American neutrality during the French Revolutionary wars which enabled the growth of their shipping activities; the organisation of protection for American ships post-independence, particularly from Barbary privateers; the diplomatic efforts of John Adams and Thomas Jefferson and the relationships of convenience fostered by American powers when requesting European assistance; the development of American consular services to assist merchants and captains; the avoidance of incidents through peace and commercial treaties through to ship seizures and crew enslavement; and the impact of the Tripolitanian War (or Barbary War) on American-Mediterranean shipping. The works in this volume attempt to determine whether or not these actions can be considered an ‘invasion’. They explore the mutually beneficial aspects of American-Mediterranean trade whilst also considering the strength of the Mediterranean trade (particularly Greek) prior to American interference. It concludes by confirming the dual objectives of the American presence - to ensure open markets for their goods, and to enhance their political and military power against British, French, and North African regencies.

The Environmental Program for the Mediterranean (EPM) assesses the nature and the extent of the environmental problems in the Mediterranean Basin. It leads to recommendations for short- to medium-term actions. Policies, institutional measures, technical assistance and investment project proposals are necessary to ameliorate such problems. The EPM emphasizes the economic and financial implications of environmental protection. It suggests ways in which the countries of the region can achieve the high-priority environmental investments that are recommended. The case is made for greater efforts from the international aid community to assist the Mediterranean countries in this endeavor. The EPM is a common initiative launched in 1988 by the European Investment Bank and by the World Bank. The World Bank has economic development as its main objective. The Bank has lent for development projects since 1946, primarily in the developing countries of the Third World. The EIB's main task, under Article 130 of the Treaty of Rome, is to contribute to the balanced development of the European Community, another of its priorities is the protection of the environment. The Netherlands Organization for Applied Scientific Research (TNO) derives its legal status from an Act of Parliament of 1930 on applied scientific research in the Netherlands. It is a fully independent R & D organization and currently has a staff of about 5,100 and a turnover of more than 370 million U.S. dollars a year. Studies by TNO are carried out in a number of institutes and laboratories located throughout the Netherlands. TNO's primary task is to support technological innovation in trade and industry, government agencies and community groups. TNO also assists clients and sponsors in solving problems. It conducts consultancy and transfers knowledge and know-how to individual companies and sector groups. Know-how is obtained from TNO's own research or is generated through collaboration with universities and third parties. The present study is sponsored by the European Investment Bank in the framework of the EPM. The TNO report gives an overview of the environmental condition of the Mediterranean, especially that of EC Mediterranean countries. It also estimates the environmental investment requirements for sewage treatment plants, river basin management, port reception facilities other environmental protection measures.

This is the second volume arising from the 1994–2003 excavations of the Triconch Palace at Butrint (Albania), which charted the history of a major Mediterranean waterfront site from the 2nd to the 15th centuries AD. The sequence (Butrint 3: Excavations at the Triconch Palace: Oxbow 2011) included the development of a palatial late Roman house, followed by intensive activity between the 5th and 7th centuries involving domestic occupation, metal-working, fishing and burial. The site saw renewed activity from the 10th century, coinciding with the revival of the town of Butrint, and for the following 300 years continued in intermittent use associated with its channel-side location. This volume reports on the finds from the site (excluding the pottery), which demonstrate the ways in which the lives, diet and material culture of a Mediterranean population changed across the arc of the late Roman and Medieval periods. It includes discussion of the environmental evidence, the human and faunal remains, metal-working evidence, and the major assemblages of glass, coins and small finds, giving an insight into the health, subsistence base and material culture of the population of a Mediterranean site across more than 1000 years. The findings raise important questions regarding the ways in which changes in the circumstances of the town affected the population between Late Antiquity and the Middle Ages. They illustrate in particular how an urban Roman center became more rural during the 6th century with a population that faced major challenges in their health and living conditions.
