Este texto trata de um dos mais importantes desafios da espécie humana no século XXI: frear a perda de biodiversidade causada pelo impacto das ações antropogênicas. No Brasil, país detentor do maior número de espécies no planeta e de alguns dos mais importantes "biomas" em termos de conservação, ocorreu um verdadeiro desmonte das políticas de conservação dos recursos naturais e biológicos a partir do golpe de estado de 2016 e da subsequente chegada ao poder de uma extrema direita ultraneoliberal, que, de imediato, implementou uma política de autêntico desmonte dos mecanismos de fiscalização e a efetiva destruição da legislação ambiental existente. O livro foi escrito utilizando conceitos científicos da literatura em Biologia da Conservação e Ecologia, mas não pretende ser neutro em nenhum momento quanto às implicações ideológicas e sociais do golpe. Usa de metáforas e provocações para discutir os rumos atuais e suas consequências, e pretende ser embriagadamente idealista e utópico frente à realidade trágica que vivemos. Como denúncia, aponta para os que considera responsáveis por essa verdadeira catástrofe, com efeitos imediatos para os que vivem neste país hoje, e incomensuráveis para as gerações futuras e sua qualidade de vida. Esta não é uma obra de ficção, e os nomes e personagens são reais, mesmo parecendo fazer parte de algum roteiro de série ficcional ou filme-catástrofe. Apesar das cores pessimistas e do iminente choque da nau dos insensatos com as rochas no meio da tempestade, parece claro que esses eventos podem ser os reagentes e as enzimas necessárias para o surgimento de uma nova sociedade, além de mais humana, mais biodiversa e que permita a cada indivíduo viver a sua plenitude na diversidade.

It’s time to rewrite the rules—to curb the runaway flow of wealth to the top one percent, to restore security and opportunity for the middle class, and to foster stronger growth rooted in broadly shared prosperity. Inequality is a choice. The United States bills itself as the land of opportunity, a place where anyone can achieve success and a better life through hard work and determination. But the facts tell a different story—the U.S. today lags behind most other developed nations in measures of inequality and economic mobility. For decades, wages have stagnated for the majority of workers while economic gains have disproportionately gone to the top one percent. Education, housing, and health care—essential ingredients for individual success—are growing ever more expensive. Deeply rooted structural discrimination continues to hold down women and people of color, and more than one-fifth of all American children now live in poverty. These trends are on track to become even worse in the future. Some economists claim that today’s bleak conditions are inevitable consequences of market outcomes, globalization, and technological progress. If we want greater equality, they argue, we have to sacrifice growth. This is simply not true. American inequality is the result of misguided structural rules that actually constrict economic growth. We have stripped away worker protections and family support systems, created a tax system that rewards short-term gains over long-term investment, offered a de facto public safety net to too-big-to-fail financial institutions, and chosen monetary and fiscal policies that promote wealth over full employment.

In the Summer of 1991, Bob Carling, who was then Life Sciences Editor of Chapman & Hall, approached me over the possibility of producing an edited volume of works on economics and ecology. As we discussed the matter further, what became clear is that there is a growing literature on the' frontiers' of both disciplines that has involved economists 'borrowing' from ecology and ecologists 'borrowing' from economics. We decided that this volume should try to provide a small cross-section of that literature. I was very much interested in editing this volume for several reasons. First, one of my principal interests in economics has been how the economic analysis of natural resource and environmental problems can benefit from the concepts and lessons learned from other disciplines, in particular ecology. I was grateful at having the opportunity to pull together a selection of readings that illustrate how the integration of the two disciplines can lead to fruitful analysis. Second, I was also aware that, as Director of the London Environmental Economics Centre and as a Senior Researcher at the International Institute of Environment and Development, I was fortunate to have worked with or to have known a number of economists and ecologists whose work would be ideal for this volume. I was delighted that so many of my friends and colleagues were as enthusiastic about this project as I, and agreed to participate.

Environmental Impact Assessment (EIA) is a well-established instrument of Environmental Law and policy that aims to ensure that potential adverse environmental effects of human activities are assessed before decisions on such activities are made. The instrument is increasingly being applied in respect of activities that may cause environmental effects across the borders of a state. In this book, thirteen systems of Transboundary Environmental Impact Assessment (TEIA) are assessed that exist or are in development in different parts of the world. Although TEIA is generally associated with EIA between territorial states, this book takes a broader approach and is divided into three sub-parts: Transboundary EIA between states, EIA for activities in international and shared areas, and EIA required by international financial institutions. Knowledgeable experts (scholars and practitioners) provide an overview of the history, content, and practice of the individual systems and, based on these discussions, the state of the art concerning TEIA and possible future developments are discussed.
