Dari rangkaian forum diskusi mingguan hingga penelitian lapangan, kami bermaksud menggelitik pikiran dan rasa para pengambil kebijakan melalui kajian kebijakan yang berorientasi manusia atau people-oriented policy. Pendekatan ini merupakan upaya advokasi kami kepada pemerintah demi menciptakan kebijakan yang lebih ramah terhadap individu manusia, sekaligus memperhatikan aneka kompleksitas dan kearifan yang mereka miliki di setiap komunitas dalam menghadapi wabah pandemi. Buku ini memuat sepuluh kajian dengan menggunakan beragam perspektif dan metodologi ilmiah. Sepuluh kajian tersebut terangkum dalam tiga tema besar yang menjadi corak pembabakan. Pada bagian awal pembabakan, kajian berfokus pada people-oriented policy menggunakan bottom-up approach dengan mengangkat isu transformasi kehidupan masyarakat. Pembahasan pada babak selanjutnya menekankan pada perubahan kebutuhan mendasar masyarakat pasca COVID-19. Kebutuhan mendasar tersebut menyangkut aspek-aspek yang selalu mewarnai kehidupan sosial, politik, dan ekonomi di negeri ini. Di bagian akhir, kami berupaya mempertemukan kebijakan berorientasi manusia kepada elite pemerintah dan birokrasi yang berperan penting sebagai aktor perubahan dalam tubuh pemerintahan. Secara tersurat kami hendak menyampaikan pesan bahwa kebijakan bottom up tidak serta merta berjalan selaras tanpa adanya kepercayaan masyarakat terhadap tokoh pemerintah dan keinginan kuat birokrasi untuk mengubah tata kelola mereka. Buku ‘Memaknai Kebijakan Berorientasi Manusia’ tidak semata ditujukan pada para pengambil kebijakan, namun juga kepada masyarakat luas. Harapan kami buku dengan tiga tema besar ini dapat bermanfaat baik bagi dunia keilmuan maupun dunia praktis. Terutama bagi insan pembelajar yang haus akan bahasan mengenai pola adaptasi era kenormalan baru pasca COVID-19 yang paling sesuai dengan karakter masyarakat Indonesia
