Ilmu Kesejahteraan Sosial sebagai pengetahuan sistematis dan praktis, secara khusus membahas isu kesejahteraan dan upaya-upaya yang dilakukan untuk mencapai kesejahteraan bagi seluruh masyarakat. Sementara, dari sisi epistemologi, Ilmu Kesejahteraan Sosial memiliki akar epistemologi yang kuat dari usaha kesejahteraan sosial atau pekerjaan sosial. Dalam hal ini, praktik dari Ilmu Kesejahteraan Sosial adalah praktik atau intervensi terkait dengan usaha kesejahteraan sosial atau pekerjaan sosial. Sebagai ilmu praktis, Ilmu Kesejahteraan Sosial tidak bermakna apa-apa jikalau hanya dipelajari tanpa melakukan npraktik intervensi atau penanganan masalah sosial, yang dapat ditujukan bagi individu, kelompok, masyarakat, dan bangsa, sebagai bentuk penerapan atau implementasi dari teori yang ada.
