Dunia kita saat ini sedang mengalami sebuah krisis keberagaman dan pluralitas yang serius. Ada normalisasi intoleransi dan sikap diskriminatif pada kalangan minoritas. Apa yang disebut dalam konstitusi sebagai hak-hak yang sama sebagai warga negara, seringkali tidak berlaku penuh untuk kelompok minoritas. Kondisi ini justru sering diperparah dengan munculnya political entrepreneur yang merepresentasikan kelompok minoritas sebagai unsur asing yang harus disudutkan ataupun dibersihkan dari tubuh negara. Ada berbagai upaya untuk melawan arus itu. Imbauan atas dasar Hak Asasi Manusia (HAM) merupakan salah satunya. Imbauan berdasar atas kewarganegaraan yang setara tanpa ada pembedaan (differentiated citizenship) adalah upaya lainnya. Namun kedua pendekatan itu terkadang belum cukup. Bahkan keduanya bisa saja dilihat sebagai wacana yang kering ataupun kosong karena dianggap terlalu jauh dari nilai-nilai warga negara yang berdasar atas agama. Inilah yang menjelaskan mengapa pendekatan teologis menjadi sedemikian penting. Hak-hak fundamental kelompok minoritas bukan hanya dibela karena kategorinya yang non-derogable rights dalam konstruksi hukum, tetapi juga memiliki basis paradigmatik dalam khazanah pemikiran Islam. Bahwa membela dan menemani minoritas yang teraniaya tiada lain merefleksikan ajaran tauhid, satu ajaran pokok dari Islam. Di tengah langkanya narasi simpati dan cinta terhadap kelompok minoritas, buku ini menjawab kebutuhan kita bersama untuk memperteguh penghormatan dan perlindungan hak asasi manusia yang sangat dijamin oleh konstitusi.

Minoritas di sini bukanlah semata ÒstatistikÓ. Minoritas bisa saja memiliki jumlah besar tetapi posisinya berada sebagai subordinat kelompok lain. Nasib minoritas di Indonesia itu kerap seperti ÒsimalakamaÓ; apapun pilihannya, acapkali dipandang salah. Bagi etnis Tionghoa, terlibat dalam politik merupakan dilema. Jika bergabung dengan kelompok oposisi, mereka dituduh subversif. Jika mendukung penguasa, mereka dicap oportunis. Jika menjauhi politik, mereka juga dianggap hanya mau cari untung sendiri dan tak mau berkorban untuk bangsa. Bagi minoritas agama di luar kelompok agama mainstream, istilah yang dipakai pemerintah menggambarkan posisi mereka. Dulu disebut ÒAliran SesatÓ dan kini dipanggil ÒKelompok BermasalahÓ. Mereka dikaji dan didata dengan tujuan dibina atau Òdibawa ke jalan yang benarÓ. Proses ÒminoritisasiÓ dapat dilihat sebagai konsekuensi relasional dari kekuasaan yang diproduksi maupun direproduksi oleh teknokrasi developmentalisme. Mereka yang dibayangkan ÔtertinggalÕ, ÔterkebelakangÕ, ÔterpencilÕ diperlakukan sebagai subjek yang seolah tak memiliki sejarah, argumentasi dan agensi sosial.

Islam and Citizenship in Indonesia examines the conditions facilitating democracy, women’s rights, and inclusive citizenship in Indonesia, the most populous Muslim-majority country and the third largest democracy in the world. The book shows that Muslim understandings of Islamic traditions and ethics have coevolved with the understanding and practice of democracy and citizen belonging. Following thirty-two years of authoritarian rule, in 1998 this sprawling Southeast Asian country returned to electoral democracy. The achievement brought with it, however, an upsurge in both the numbers and assertiveness of Islamist militias, as well as a sharp increase in violence against religious minorities. The resulting mobilizations have pitted the Muslim supporters of an Indonesian variety of inclusive citizenship against populist proponents of Islamist majoritarianism. Seen from this historical example, the book demonstrates that Muslim actors come to know and practice Islam in a manner not determined in an unchanging way by scriptural commands but in coevolution with broader currents in politics, society, and citizen belonging. By exploring these questions in both an Indonesian and comparative context, this book offers important lessons on the challenge of democracy and inclusive citizenship in the Muslim-majority world. Well-written and informative, this book will be suitable for adoption in university courses on Islam, Southeast Asian Politics, Indonesian and Asian studies, as well as courses dealing with religion, democracy, and citizen belonging in multicultural societies around the world. According to some observers, Southeast Asian Islam is undergoing a conservative turn. This means voices that champion humanist, progressive or moderate ideas are located on the fringes of society. Is this assessment accurate for a region that used to be known for promoting the “smiling face of Islam”? Alternative Voices in Muslim Southeast Asia examines the challenges facing progressive voices in Indonesia, Malaysia and Singapore today. It examines their discourses, which delve into how multiculturalism and secularism are the way forward for the diverse societies of these three countries. Moreover, it analyses the avenues employed by these voices in articulating their views amidst the dominance of state and quasi-state religious officials who seek to restrict and discipline them. Contributors to the volume include scholars, activists and observers, some of whom are victims of repression and discrimination. While most of the chapters cover developments of the last decade, some of them go back to the previous century, capturing the emergence of modernist thinkers influenced by parallel movements in the Middle East and the wider region. Others respond to recent developments concerning Islam and Muslims in the three countries: the Pakatan Harapan coalition victory in the 2018 Malaysian election, the re-election of Joko Widodo as Indonesia’s president in 2019, and recent religious rulings passed in Singapore. Readers should come not only to reflect on the struggles faced by this group but also to appreciate the humanist traditions essential for the development of the societies of these countries in the midst of change.

Kerap terjadi transformasi dalam kehidupan sosial, ekonomi, politik, maupun budaya, menjadi lebih buruk dibanding sebelum terjadinya konflik. Selain itu, konflik yang berkepanjangan juga berpotensi besar merusak persatuan atau soliditas bangsa. Persaudaraan sebagai anak bangsa Indonesia menjadi goyah akibat konflik-konflik yang terjadi. Dengan memahami berbagai penyebab konflik dan bagaimana hal itu diselesaikan, kita bisa belajar untuk membangun bangsa ini dengan merajut harmoni dalam kehidupan berbagai kelompok yang ada, karena pembangunan memerlukan ketenangan dan foKus pada pemajuan berbagai aspek kehidupan bangsa. Dengan memahami madhorot yang ditimbulkan konflik diharapkan perbedaan kepentingan bisa diselesaikan dengan damai dan semua pihak bisa saling memahami perbedaan dan menahan diri dari berkonflik.
