This paper first aims at assessing the economic and political importance of Mercosur for the EU's interests in the short and medium run - say for the one or two coming decades or so. As Mercosur's size is largely determined by Brazil's size, this paper focuses on Brazil - although the paper assumes that, from Brazil's perspective, a Brazil-EU preferential trade agreement (PTA) is a non-starter. It then aims at positioning the Mercosur-EU (MEU) PTA in the context of the EU's current trade policy. In particular, it tries to assess, once one takes into account all the crucial goals to be met by the EU, whether the EU is likely to find the time and the resources necessary for dealing properly with a MEU PTA; this effort is notably complicated by the very divergent views on the role of trade between Brazil on the one hand, and Argentina and Venezuela, on the other hand. Finally, the paper examines the PTA options that can be seen as reasonably feasible. It suggests that, unless there are dramatic changes in Mercosur's present trajectory, the goal of negotiating a fully-fledged MEU PTA should be set aside for some time - at least a decade or so. This does not mean leaving the negotiating table, but rather focusing on negotiating topics that remain attractive to both sides in the current context, and manageable and flexible enough to overcome the broad general problems confronted by Mercosur and the EU.

The new overlapping foreign policy instruments and cooperation formats on a bilateral, (sub)regional, interregional and multilateral level, in which states pursue different strategies for the assertion of interests, result in constellations that can be favourable but are often problematic for the conclusion of free trade agreements (FTAs). The EU, only recently having started to develop a common foreign policy and institutionalising relations with partners on a bilateral, interregional and multilateral level, is not free from this problem. Following an incoherent foreign trade policy, in which it shifts from bilateral (South Africa) to interregional (South East Asia) an mixed strategies (South America), the Union faces challenges in the conclusion of interregional FTAs. A current example is the ongoing bloc-to-bloc trade negotiations with the MERCOSUL (Mercado Comum do Sul in Portuguese or Common Market of the South in English) countries and the recent establishment of a bilateral SP with the MERCOSUL member Brazil that aims at cooperation on several topics, including trade. In the literature, attention has been paid to regionalisation and interregionalism, as well as the duality of the EU’s biregional relations and bilateral SPs creating chances and limits of global policy-making. But although trade has played a prominent role in the study of interregional relations, attempts to link the duality of biregional and bilateral approaches in EU foreign policy with foreign trade policy-making have been modest. This study provides an in-depth analysis of the impact of the EU’s bilateral SP with third states on the Union’s ability to conclude FTAs with economic blocs the SP is integrated with. A single case study, focusing on the coexistence of interregional EU-MERCOSUL FTA negotiations and the bilateral SP between the EU and Brazil, analyses the SP’s value as an EU foreign policy instrument for the enhancement of negotiations on interregional FTAs.

This paper determines the impacts of the Free Trade Agreement of the Americas (FTAA) for Brazil under alternative assumptions concerning the returns to scale and the nature of competition in several industries, emphasizing the effects on the agribusiness activities. The GTAPinGAMS applied general equilibrium model is used to run the simulations. The results suggest different changes in output, imports, exports, and prices under alternative assumptions about market structure. The FTAA allows the exploitation of economies of scale and reduction of markups in almost all industries, with evidences of rationalizing and pro-competitive effects occurring in the industries under imperfect competition. The welfare gains from the FTAA are larger in the model with market imperfections. If the FTAA excludes products from the agribusiness sectors, the Brazilian agricultural industries will exploit less the economies of scale.

This ePaper looks at the recent politics of EU trade, and specifically at the political hurdles characterising the enforcement of free trade agreements (FTAs) negotiated by the European Commission. It argues that civil society advocacy groups have played a key, yet undertheorised, role in accounting for the recent politicisation of a number of EU FTAs, which has often translated into obstacles to ratification. The TTIP, the CETA, and the EU-Mercosur FTA constitute relevant examples. The analysis privileges a Commission standpoint, conceiving ratification hurdles as public-management issues tackled by Brussels in view of rescuing its trade-policy mandate from domestic vetoes. We argue that the Commission is particularly compelled to implement FTA reviews and safeguards when advocacy concerns are endorsed by official-level policy actors like the European Parliament, enjoying ultimate veto powers. In a final step, the research also enquires into the narrower reality of mixed FTAs, focusing on the case study of the CETA. In this regard, it suggests that prolonged national-level ratification poses no extraordinary obstacle to the Commission, as treaty enforcement is aided by lock-in dynamics involving both official-level and civil-society veto players – even in the absence of full de jure ratification. We conclude that, while the above ratification obstacles have been addressed by the Commission on an ad hoc basis, as contingent policy issues, their prolonged occurrence suggests that they will need to be tackled more systematically in the future. This will require operating at the level of treaty-design, by addressing pressing concerns like trade and sustainable development more thoroughly and bindingly ahead of concluding negotiations – in view of preventing otherwise inescapable enforcement hurdles.

The quantitative assessments are amended by qualitative analysis, in particular with regard to the trade and sustainable development chapter of the agreement, issues related to food security and an overview of existing approaches on sustainable development in the Mercosur countries.
