The amount of sugar imported into the U.S. is determined annually by the U.S. Dept. of Agriculture (USDA), which administers the U.S. sugar program. The U.S. Trade Rep. (USTR), working with USDA, allocates shares of the tariff-rate quota among 40 countries. This report examines USDA's and USTR's administration of the tariff-quota for imported sugar (IS) and its effect on U.S. cane sugar refiners and consumers. Describes and evaluates: USDA's procedures for setting the tariff-quota for IS, and USTR's procedures for allocating the quota among sugar-producing countries. Tables.
