The aim of this book is to investigate contemporary processes of metropolitan change and approaches to planning and governing metropolitan regions. This research seeks to determine whether or not reclassification had an effect on metropolitan formation and expansion and metropolitan population growth by region and size of place by (1) comparing the population growth of metropolitan areas existing in 1974 that changed boundaries, in boundaries that were allowed to change. In comparing constant and changing boundaries, this research also seeks to show the extent of growth from net migration directly through constant boundaries and indirectly through changing boundaries. (2) In order to demonstrate the full effects of reclassification, this research also compares the growth of metropolitan areas created after 1974.
