The frequency with which people move home has important implications for national economic performance and the well-being of individuals and families. Much contemporary social and migration theory posits that the world is becoming more mobile, leading to the recent ‘mobilities turn’ within the social sciences. Yet, there is mounting evidence to suggest that this may not be true of all types of mobility, nor apply equally to all geographical contexts. For example, it is now clear that internal migration rates have been falling in the USA since at least the 1980s. To what extent might this trend be true of other developed countries? This exercise acknowledges government concern over excessive rates of metropolitan population growth and need for policy directives for influencing pace and direction of migration. It is argued that past migration research provides few directives for dealing with the problem. In turn a theory of migration is sketched towards specifying how migrants perceive and behave vis-a-vis differential opportunities. On the basis of the theory, a policy-relevant variable is identified for influencing direction of urban migration. Empirical support for choice of the variable is offered and its policy relevance in the greater context of alternative applications which have met limited success in the past.
