The past thirty years have seen a proliferation of new forms of territorial governance that have come to co-exist with, and complement, formal territorial spaces of government. These governance experiments have resulted in the creation of soft spaces, new geographies with blurred boundaries that eschew existing political-territorial boundaries of elected tiers of government. The emergence of new, non-statutory or informal spaces can be found at multiple levels across Europe, in a variety of circumstances, and with diverse aims and rationales. This book moves beyond theory to examine the practice of soft spaces. It employs an empirical approach to better understand the various practices and rationalities of soft spaces and how they manifest themselves in different planning contexts. By looking at the effects of new forms of spatial governance and the role of spatial planning in North-western Europe, this book analyses discursive changes in planning policies in selected metropolitan areas and cross-border regions. The result is an exploration of how these processes influence the emergence of soft spaces, governance arrangements and the role of statutory planning in different contexts. This book provides a deeper understanding of space and place, territorial governance and network governance.

There has been a great deal of restructuring of rural places and communities under globalisation, highlighting the interaction of local and global actors to produce new hybrid socio-economic relations. Recent research highlights the heterogeneity of globalisation in which rural places are different to each other, but also different to how they were in the past. Bringing together an interdisciplinary team of academics, and comparative case studies from Europe (West and East) and Asia, this book explores and discusses opportunities and challenges associated with globalising rural places, and identifies possibilities for policy and practical intervention by rural development actors. Special attention is paid to multi-scalar processes through which rural places are reshaped through globalisation. Taking a geographical approach, the book produces new critical work on the interdependence between globalisation and rural spaces. It is organised into five sections: Part I focuses on ’Global-Rural Linkages’ showing the multifaceted interrelation between actors at different geographical scale and demonstrating that globalisation is not only external to rural spaces. Part II on ’Rural Entrepreneurship and Labour Markets’ explores the potential of business start-ups in rural spaces which are not only necessity driven. Part III ’Rural Innovation and Learning’ shows that rural places are also places for innovation and learning. Part IV on ’Rural Policies and Governance’ argues that regional policies for rural places should promote side activities to maintain social capital and that regional policy should take a more integrative perspective between urban and rural spaces in order to explore complementary development paths. The concluding chapter ’New Approaches to Rural Spaces’ discusses new approaches to globalising rural places in relation to the preceding chapters published in this book.

What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas

Raumplanung, Universität Trier, Veranstaltung: Stadt- und Wirtschaftsgeographie, Sprache: Deutsch, Abstract: Heute gibt es eine Vielzahl an sogenannten Metropolen, durch die weltweit stark steigende Bevölkerungszahl und dem Streben der Menschen nach Arbeit, Lebensqualität und Entfaltungsmöglichkeiten. Metropolen stehen im (globalen) Wettbewerb um Investitionen, Unternehmensstandorte und hochqualifizierte Bürger. Lange wurde der ländliche Raum diesbezüglich vernachlässigt. Mit der Definition von Metropolregionen wird versucht, die Strahlkraft der Metropole auf ihr Umland zu übertragen, es attraktiver zu machen und die vernetzte Region in allen Bereichen aufzuwerten. Der Begriff „Metropolregion“ ist erst im 20. Jahrhundert aufgekommen. Die Metropole wird nicht mehr separiert von der ländlich/städtischen Umgebung betrachtet, sondern als ein Zentrum in einem Verflechtungsraum. In den folgenden Kapiteln werden die Bezeichnungen Metropole und Metropolregion erst separat erläutert, dann aber zusammengefasst betrachtet. Metropolen gibt es, seit es Hochkulturen gibt. In der Umgangssprache wird der Begriff „Metropole“ heute oft inflationär verwendet: für Hotels, Discos, etc.. Metropolen verbindet man mit pulsierendem Leben, die Bewohner sind nach den neuesten Trends gekleidet, die Wirtschaft ist stark, die Glas- und Stahlfassaden der Wolkenkratzer prägen das Stadtbild. Shoppingpaläste für jeden Geschmack – das Leben in einer Metropole, eine Sehnsucht besonders junger Menschen. Die älteste „Metropole“ Deutschlands ist Trier. Laut Gründungssage wurde Trier etwa 2050 v. Chr. von Trebeta, einem assyrischen Prinzen, gegründet. Danach stand dort ein keltisches Dorf, bis die Römer 30 v. Chr. einen Militärstützpunkt errichteten, der kurz darauf der Großstadt „ Augusta Treverorum“ weichen soll. Thermen, das Amphitheater und das Prunktor Porta Nigra sprechen von vergangener Größe und Pracht dieser Stadt, die neben Köln eines der wichtigsten Zentren des Römischen Imperiums nördlich der Alpen war.

Sie ist unbestritten das wohl wichtigste Element funktionierender städtischer Agglomerationen und unterliegt stetigen Veränderungen. Vielen Auffassungen zufolge werden Wirtschaft und Märkten wertefreie Charakteristiken zugeschrieben, welche sich lediglich durch freien Handel bestimmen. Wie wirken sich jedoch die Folgen der Globalisierung und Europäisierung auf regionale und städtische Raumstrukturen aus? Aus politischer Sicht eröffnen schwindende Grenzen und multilaterale Abkommen vor allem dem Humankapital eine größere Mobilität und einen dynamischen Arbeitsmarkt. Wirtschaftlich bietet die Öffnung der Märkte wissens- und innovationsbetonten Teilbranchen die Möglichkeit, sich weiterzuentwickeln, da kreative Einflüsse schneller und flexibler erschließbar werden. Daher sprechen aktuelle sozialwissenschaftliche Ansätze den Faktoren Kultur und Kreativität durchaus eine starke Bedeutung für das Wachstumspotenzial einer Region zu. Wirtschaftliches Wachstum ist demnach auch durch die Fähigkeit der Nutzbarmachung kulturellen und kreativen Potenzials definierbar. Die vorliegende Arbeit soll die Potenziale in den Sektoren Kreativwirtschaft und Migration der Metropolregion Stockholm abbilden und aufzeigen, ob und inwieweit Möglichkeiten bestehen, diese für das Wirtschaftswachstum der Stadt, der Region und des Landes nutzbar zu machen.
